Position Summary:The Director of School Improvement Services (SIS) – Curriculum, Instruction, and Assessment is a certified, professional-level administrative position directly responsible to the Executive Director. The Director shall be responsible for the overall supervision, management, and implementation of instruction, assessment, and curriculum development throughout the IU5 service area. A core priority of this role is to lead and oversee a responsive professional development (PD) model designed to meet the specific and evolving needs of local districts. This includes directly supervising and evaluating the certified and non-certified staff who provide these trainings. The Director will work to ensure that PD services are data-driven, aligned with district strategic priority areas, and delivered through a consistent process that facilitates the systematic implementation of proven instructional practices across the region.Required Qualifications:Valid and Active Pennsylvania Administrative Certification in one of the following: Principal, Supervisor of Curriculum and Instruction, Supervisor of Pupil Services or Supervisor of Special EducationThree to five years of classroom experience working with diverse groups of students, teachers, and administratorsThree to five years leading the review and development of curriculum within a public or private school setting in PADesired Qualifications: PA Superintendent Letter of EligibilityProven leadership skills to facilitate the work of teachers and administrators while working collaboratively with all stakeholder groups.Experience supervising classroom instructionExperience in analysis of assessment data and program evaluation for informed decision makingExperience in program and budget managementEssential Functions and Responsibilities:Lead the School Improvement Planning process, ensuring alignment between school improvement plans and strategic priority areasMeet regularly with teams to identify proven practices that should be implemented systematicallyLead the IU and region in all areas of SIS-CIAProvide expertise on formative and summative assessmentsFacilitate the completion of the IU5 Comprehensive PlanLead the IU and region in all areas of SIS-CIASupervise and evaluate administrative staff assigned to – SIS-CIAServe in a liaison capacity between the IU, local schools, institutions of higher education, the Pennsylvania Department of Education, and other external partners through School Improvement Services – SIS-CIAIdentify, apply for, and administer grants and other funding sources related to all areas within SIS-CIA to improve or positively impact learningOversee the development of budgets and contracts relating to SIS-CIA, inclusive of curriculum, technology, and professional development areasCoordinate across departments to support consistent data collection, reporting, and evaluation practices that inform instructional improvement, program effectiveness, and grant accountability.Supervise and collaboratively manage certified and non-certified staff assigned to SIS-CIA, including shared or matrixed staff whose responsibilities may span multiple departments, in coordination with other directors.Ensure adherence to fiscal guidelines and legal compliance across operational areas, while leading teams and region leaders to implement educational programmatic protocols effectivelyOversee the development of procedures and policies for the effective administration of SIS-CIALead and oversee the review, purchase, and implementation of quality, materials, programs, and software that support the department, IU, and region, as related to Curriculum, Instruction, and AssessmentFacilitate and support instructional leaders and staff members in analyzing and using data to drive instructionComplete all grant reporting, data-input, and documentation pertaining to programs with accuracy and compliance with timelines.Organize and facilitate professional development based on regional needs ensuring compliance with state and federal requirementsConduct professional staff evaluations and support administrators and professionals with the implementation of Act 13Oversee the New Teacher Induction Program and support administrators with the implementation of Act 13.Work with stakeholders to review and develop their district's Comprehensive Plan, Induction Plan, Student Services Plan, Act 48 Professional Development Plan, and Gifted Education Plan for submission to PDEPerform all other duties as assignedPerformance Factors/Job Competencies:Statistical, analytical, and research skills, including experience with data visualization programs.Knowledge of and experience with School Improvement Planning and student information systems.Ability to communicate effectively, both orally and in writing, and to explain complex instructions in an easily understandable fashionAbility to work effectively in a collaborative team environment and a demonstrated commitment to objectivityKnowledge of state and federal laws that impact operations within the IUMust be flexible and able to tolerate many situations and personalitiesMust have auditory acuity to listen to other people on telephone and in personMust have verbal skills to communicate effectively with the publicMust be able to withstand emotional stressAbility to create and manage appropriate computer applications necessary for program managementMust be able to organize and maintain programmatic filesMust maintain strict confidentiality regarding personal information about districts, co-worker, and IU5 proprietary data.Work Environment:This job operates in a professional office environment. Incumbent must be able to sit at desk for extended periods of time. This role routinely uses standard office equipment with a vast majority of the time utilizing computers to complete daily tasks.
