The Work You Will Do:

Senior Safety & Health Specialist I District Four I Director of Operations I District Safety Program

This position is responsible for promoting, monitoring, and ensuring workplace safety for all FDOT District 4 staff within the assigned area of responsibility, which includes supporting the District Safety Office mission. Contribute to the agency's mission of ensuring staff go home safely every day. The position requires both proactive and reactive office safety, field safety, roadway/roadside safety, as well as promoting vehicle/equipment safety. This position also assists in managing and supporting contract duties that support safety related programs, such as but not limited to; responding to, tracking hazardous materials, and spill cleanups. The position involves setting priorities, tracking and reporting incidents along with inspections, conducting training, and leading safety committees. Furthermore, these position duties will maintain compliance with the Occupational Safety and Health Manual.

Your Specific Responsibilities:

Inspects Department buildings, grounds, equipment, and field operations for all assigned areas to identify unsafe acts and conditions to ensure compliance with all relevant laws, codes, statutes, rules, regulations, policies, and procedures regarding industrial safety and health programs. Issues orders to shut down activities when judgment indicates that imminent danger to life and/or property exists. Reports findings of these inspections and recommends the appropriate corrective action to the responsible Cost Center Manager. Ensures that the noted deficiencies are corrected.

Coordinates the Hazardous Materials Program to ensure that those employees involved are trained in the proper handling, storage, and disposal of hazardous waste in accordance with the relevant laws, codes, statutes, rules, regulations, policies, and procedures. Inspects hazardous materials storage areas to ensure that fire protection is adequate. Ensures that employees in assigned area are properly trained in the selection and use of personal protective equipment and supervisors have trained their subordinates in the use of Safety Data Sheets. Coordinates in coordination with the District Emergency Operations Center (EOC), hazardous material spill response, including containment of spilled hazardous material; notification of authorities; evacuation of non-essential personnel; and, the cleanup and disposal of the contaminated material.

Investigates crashes and personal injuries involving Department personnel and equipment by inspecting the crash site and other contributing factors. Reports the cause of these harmful events and identifies the corrective action that may prevent recurrence. Reviews, edits and/or returns for correction injury and/or accident reports that are prepared within assigned area. Develops and promulgate crash and injury trend analyses with recommendations for improvement.

Provides on-the-job training and coordinates the training of employees on safety related activities within assigned areas. Prepares, maintains, and submits training reports. Assists in the development of Individual Training Plans to ensure that each employee in assigned area is properly trained to comply with the various industrial safety and health programs.

Coordinates the use of the various types of safety testing equipment, including maintenance and tracking of use.


Inspects field crews for compliance with proper set-up of Maintenance of Traffic (MOT) activities during maintenance projects.

Performs District specific duties which includes the following: Compiles and maintains all required documents,records, files, plans, certificates, registrations and memorandums, etc. pertaining to District wide safety and environmental issues in an electronic and/or hard copy format.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:
  • Industrial, construction, safety and building codes
  • Methods and techniques in conducting training related to safety awareness and safe work practices
  • Basic safety principles and practices
  • Environmental, safety and health regulations and requirements
  • Records retention system(s)
  • Federal and state traffic control standards for practical use on job sites
Skills in:
  • Recognizing personal protective equipment requirements
  • Problem solving techniques
  • The use of personal computers, including microsoft office suite and mainframe operations
  • Independent planning, organizing, and coordinating work assignments
  • Compiling and analyzing statistical data
  • Written and verbal communication
Ability to:
  • Understand and apply departmental policies and procedures in relation to safety matters
  • Communicate training materials to technical and non-technical staff
  • Handle multiple tasks; assist with crash and injury investigations
  • Prepare and conduct oral presentations and train others
  • Work outdoors (standing, walking, and bending) in variety of weather conditions on various terrains and at various heights for extended periods of time and climb up and down ladders
  • Conduct facility and vehicle inspections
  • Remain calm and effective under pressure
  • Be pro-active and work independently
  • Establish and maintain effective working relationships with others
Other Job-Related Requirements:
  • Due to the nature of this position, incumbent must respond to emergencies. A Valid Class "E" drivers license is required.
Minimum Qualifications:
  • 5 years of professional experience in a safety program. A bachelor's degree from an accredited college or university may substitute for four years of the required experience.
This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following:
  1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  2. any two (2) convictions of reckless driving in the past three (3) years;
  3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.

Your driving record will be reviewed and the status of your driver license confirmed.
