HR Business Partner and Programs Manager

The HR Business Partner and Programs Manager serves as Arizona Kidney Disease and Hypertension Center's internal HR resource and partner to managers and leadership. This position provides day-to-day HR guidance, manager coaching, recruitment and hiring support, leave coordination, and leadership of key employee programs while partnering with AKDHC's outsourced HR provider on compliance and complex employee relations matters. This position also leads and supports key initiatives focused on recruitment, onboarding, training and development, recognition, engagement, and manager effectiveness.

Your essential duties and responsibilities as an HR Business Partner and Programs Specialist:

Manager Coaching & Employee Relations

  • Provide managers with day-to-day HR guidance and coaching.
  • Support performance management, corrective action, documentation, conflict resolution, and difficult employee conversations.
  • Promote consistent application of policies and management practices.
  • Identify and escalate complex or high-risk matters to leadership and the outsourced HR partner.

Talent Acquisition & Hiring Support

  • Partner with managers to identify staffing needs and support recruitment, interviewing, selection, and hiring.
  • Assist with job descriptions, candidate sourcing, screening, and interviews.
  • Develop standardized interview guides and candidate assessment tools.
  • Train and coach managers on effective and compliant interviewing and selection practices.
  • Coordinate with managers and outsourced HR throughout the hiring and pre-employment process.
  • Support recruitment strategies for difficult-to-fill positions and monitor key hiring metrics.

Employee Lifecycle & Leave Management

  • Coordinate employee onboarding and offboarding processes to provide consistent employee experience.
  • Serve as an internal resource for employee leave requests and coordinate leave administration with managers, employees, and the outsourced HR provider.
  • Support employee transitions, status changes, and related HR processes.
  • Identify opportunities to improve employee retention and the overall employee experience.

New Hire Orientation & Onboarding

  • Develop and manage standardized new hire orientation and onboarding programs.
  • Create onboarding resources, expectations, and 30-, 60-, and 90-day check-ins.
  • Partner with managers to ensure consistent and effective new employee experience.
  • Monitor feedback, retention, and onboarding effectiveness.

Preceptor Training & Development

  • Develop and manage the preceptor training and development program.
  • Establish preceptor qualifications, expectations, training, and resources.
  • Monitor program effectiveness and recommend improvements.

Rewards, Recognition & Employee Engagement

  • Develop and manage employee rewards and recognition programs.
  • Lead initiatives resulting from employee engagement surveys and other employee feedback.
  • Partner with leadership to establish action plans, accountability, and measures of success.
  • Monitor results and communicate progress to employees and leadership.

Training & HR Program Management

  • Coordinate AKDHC's Learning Management System (LMS) and online training curriculum.
  • Identify manager development needs and facilitate HR-related training.
  • Develop practical manager tools, resources, and training materials.
  • Lead HR projects from planning through implementation and evaluation.
  • Track HR and employee experience metrics and recommend improvements.

Qualifications:

  • Bachelor's degree in human resources, Business Administration, Organizational Development, Healthcare Administration, or related field, or equivalent experience.
  • 5-8 years of progressive HR experience, including employee relations, manager coaching, recruitment, and program development.
  • Experience supporting performance management, corrective action, interviewing, hiring, onboarding, and employee development.
  • Strong project management, communication, coaching, facilitation, and interpersonal skills.
  • Ability to exercise sound judgment, maintain confidentiality, and manage multiple priorities.

Preferred:

  • Human resources experience within a healthcare organization, medical practice, ambulatory setting, or other complex service environment.
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
  • Experience working within an organization that utilizes an outsourced HR provider or shared HR services model.

Partnership With Outsourced HR

  • The HR Program Manager serves as the internal liaison between AKDHC managers, leadership, and the outsourced HR provider. 
  • The position provides day-to-day HR support and program leadership while escalating specialized or higher risk matters as appropriate.
  • The outsourced HR provider may retain primary responsibility for employment law and compliance guidance, complex investigations and employee relations matters, terminations, policy compliance, leaves and accommodations, benefits administration, and other specialized HR functions.
