Air Force Civilian Service is currently seeking a full-time Financial Management Specialist to work in the Air Force Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base near Layton, UT. This position (986413) is an NH-501-03 which has a typical 2026 salary range of $89,508- $138,370. *Recruitment, Relocation, Retention, and Student Loan Incentives may be authorized. The ICBM Directorate is recruiting for a Financial Management Specialist. You will work as part of the budget team supporting the Directorate's acquisition programs, providing enterprise support to the Directorate. MAJOR DUTIES: • Serves as a portfolio manager assisting in acquisition strategies and executing all phases of the planning (current and future year forecasting), programming, budget, and execution process. • Performs analysis on current/future financial activities, resolves problems, and provides comprehensive recommendations to ensure effective obligation and expenditure of resources. • Identify areas of funding shortfalls and excesses and propose re-programming/re-phasing actions. • Prepares and regularly briefs financial reporting, budget justification, unfunded requirements, and fiscal strategies for the Directorate's portfolio. • Maintains awareness of and assesses innovative acquisition strategies to present associated risks and potential solutions to decision-makers. • Develops recommendations based upon in depth analysis of issues and consideration of overall acquisition strategies, budgetary constraints, and business environment. • Gathers, assembles, and analyzes data to recognize issues, project potential effects, prepare summary reports of findings/conclusions, and provide recommendations or courses of actions. • Key contributor on technical financial management matters, including the establishment of financial policies, approaches, procedures, and techniques. • Provides research and analysis to support recommendations and discussions on the interpretation and application of budget/fiscal policy in coordination and collaboration with legal teams and other functional representation (engineers, program managers, and logisticians). • Develops funding guidance essential for timely preparation of Congressional/OSW/Air Force directed reporting. • Defines program strategies and resource allocation for organic and contractual programs. • Tracks and leverages awareness of operational program cost, schedule, performance, and requirements to inform risk assessments and prepare impact analysis for Directorate portfolio decision-making. • Serves as the Directorate's alternate Support Agreement Manager. DESIRED SKILLS: • Candidates typically have at least 3 years' experience managing and reporting status on single and/or multi-year appropriation financial program(s). (Outlined on the resume and verifiable by references provided). • Bachelor's degree from an accredited academic institution preferred. • Immediate experience utilizing the Comprehensive Cost and Requirements (CCAR) system for program and financial management, to include creating a CCAR record, loading and distributing approved and authorized funds authority, coordinating on funding documents and accessing specific reports (e.g., forecasting, status of funds execution and open commitments, etc.). • Experience with the Defense Enterprise Accounting and Management System (DEAMS) and the General Accounting and Finance System - Base Level/Budget Execution (GAFS/BQ). • Demonstrated ability to conduct research and apply regulatory knowledge to fiscal transactions to maintain organizational compliance while enabling optimal programmatic flexibility and progression. • Demonstrated ability to be proactive, work independently, conduct analysis, develop solutions, and provide recommendations to the Chief Financial Officer (CFOs) and Directorate stakeholders. • Experience in developing, applying, and adjusting financial plans and policies to attain organizational objectives is. • Demonstrate an advanced-level proficiency with MS Office applications and Air Force level financial systems. • Mastery of oral and written communication sufficient to prepare and deliver technical presentations on federal financial management directives, processes, practices, procedures, tools, systems and/or documentation to a diverse audience of novices through senior leaders. • Strong background in analytics, acquisition, budgeting, accounting, and the ability to select and apply a variety of standard or new analytical methods/techniques to budgetary processes. • Strong understanding of acquisition program structure for budgeting, budgeting procedures, regulations, policies, and guides. REQUIREMENTS FOR THE POSITION: • U.S. CITIZENSHIP • Employee must be able to obtain and maintain a Top-Secret security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Business Financial Management "Practitioner" certification category within required timeframe after appointment. • This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program within 24 months of assignment and engage in acquisition continuous learning activities achieving 60 Continuous Learning points every 24 months. • The incumbent of this position will be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties. • Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments. • Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift. • This is a drug testing designated position.
