Cybercrimes Supervision Officer, Senior

Acceptable Experience and Education:

Bachelor's degree in Criminal Justice, Psychology, Social Work, or a related field, and two (2) years of full-time experience working with law enforcement intelligence or cybercrime investigations involving family violence, sexual assault, or stalking; or any other equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates, Licenses, and Other Requirements:

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Licensed as a peace officer by TCOLE and continue to meet the minimum training standards required by TCOLE. In order to access into the County's network and systems, a personal smart device is required by the hire start date.

Essential Duties:

As directed supervises department employees, including assigning and reviewing work, training, providing input or preparing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel; motivates and works with employees to correct deficiencies; plans, directs, and coordinates, through subordinate-level staff, the department work plan; assists with managing the career development and performance of staff assigned; meets with management staff to identify and resolve problems; assigns projects on areas of responsibility; and reviews and evaluates work methods and procedures; assists with developing internal policies and procedures; maintains a high level of communication with Supervisors and Manager; supports the department's mission of enhancing public safety, court appearance and the efficient and effective use of the jail pretrial; supervises those who are released with a personal recognizance bond or with conditions of release bond that are identified as having a nexus to criminal gangs; monitors compliance with court orders, coordinates services, and recommends additional court action as necessary; works closely with law enforcement; makes necessary referrals and follow-up of persons released on personal bond or conditions of bond/release to include ensuring clients attend scheduled appointments and court dates; reminds defendants of court dates by phone, in person or by other electronic means; documents and tracks relevant data; conducts a variety of assessments and/or provides drug alcohol screening; and administers breathalyzer tests, as necessary, in accordance with established department guidelines; appears regularly in court and presents to judges regarding defendant supervision performance, PR bonds, or other court-related matters; responsible for verifying compliance for mental health, including making phone calls to various entities that will confirm the individual is complying with treatment; coordinates clients' participation in rehabilitative efforts and provides follow up; reviews and tracks daily, weekly, and monthly supervision and progress of individuals who are required to attend diversion programs and track compliance with other court ordered conditions; works in close collaboration with social agencies underlying client welfare; assists as directed in the development and improvement of department procedures; attends and participates in meetings, trainings, orientations and information sessions; stays abreast of new trends and innovations in the field; maintains a high level of honesty, integrity and ethics both on and off duty, complying with all county and department policies; remains arrest-free and complies with local, state and federal laws or ordinances; maintains a positive team atmosphere and works well with others; participates in team building exercises and nurtures positive relationships with colleagues and coworkers; monitors defendant compliance with electronic monitoring devices; ensures prompt follow-up on violations of such devices, including alcohol monitoring devices, GPS and other related devices; trains on processes; schedules document archive and document disposal; as directed orders and maintains supplies; keeps inventories; maintains confidentiality; reports any equipment maintenance needs for appropriate action; substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties:

Performs other duties as assigned. Works weekends or evenings as scheduled. May be required to work a flexible schedule and more than 40 hours during the workweek. Travels to and from court, home visits, and other collateral travel with little or no notice, as assigned. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Summary of Position: The Cybercrimes Supervision Officer, Senior provides defendants with appropriate supervision and support services to ensure compliance with conditions of their release. Officers provide the El Paso County courts and relevant attorneys with accurate and timely information regarding a defendant's performance while on bond. This designation is distinguished from the CJC Supervision Officer classification by greater work complexity, broader work activities and some lead work authority.

Other: Has frequent contact with individuals who are criminally accused but who have not yet gone to trial, Mexican Consulate, local, state and federal agencies social agencies, law enforcement agencies, general public, criminal courts and their staff and other county employees.

Minimum Requirements: Knowledge, Skills, and Abilities:

Knowledge of: County, state, and federal legal principles, practices, procedures regarding the court system; state and local statutes and codes; case law; rules of evidence; contract terminology and requirements; legal practices and procedures; legal terminology; department policies, procedures and regulations covering specific areas of assignment; County organization, operations, policies and procedures; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.

Skill /Ability to: may require strong written advocacy skills and/or experience depending on placement needed within the office; possesses advanced litigation and prosecutorial skills, or equivalent specialized prosecutorial skills; operate a personal computer and various software applications; conduct research, develop appropriate documentation, assess and prioritize multiple tasks, projects and demands to meet scheduled requirements; establish and maintain effective working relations with co-workers and customers to promote and support a productive work environment; defining problems, collecting data, establishing facts and drawing valid conclusions work efficiently independently and in a team environment to meet established goals and objectives; communicate effectively in verbal and written forms to respond effectively to customers and staff; exercise initiative and independent judgment within established procedural guidelines in performance of daily duties; use initiative and independent judgment within established procedural guidelines; prepare clear, concise and comprehensive written reports; and establish and maintain cooperative and effective relationships with those contacted during the course of work. Pass a background investigation.
