Director of Operations and Finance

POSITION SUMMARY Briefly summarize what you do and describe how what you do contributes to your agency’s mission. The Director of Operations is responsible for the overall day-to-day functioning of the agency. This includes ensuring employees have proper equipment and access to systems necessary to perform their duties, oversight and management of the Program Services unit that supports the entire agency and works closely with and supervises the Human Resources Manager. The Chief Fiscal Officer (CFO) is a fiscal and operational administrator position that plays a critical role in developing and implementing financial strategy for the overall management and oversight of agency-wide resources. The CFO directs all fiscal functions of the Massachusetts Sex Offender Registry, including the Agency’s annual spending budget of approximately $7M in state appropriated funds and a trust account funded by yearly fees. The CFO ensures that required financial resources are available to facilitate the Agency’s mission to promote public safety through educating and informing the public in order to prevent further victimization. The CFO plays a major role in decisions around the allocation of resources to execute Agency priorities and serves as a member of the senior leadership team, reporting directly to the Chair. The CFO leads and manages or performs the following functions, while working closely with and supervising the Accountant: budget, finance, procurement, contract, payroll, purchasing, accounts payable, revenue, internal controls, and Interdepartmental Service Agreements (ISAs). The CFO ensures that all financial planning is compliant with the Executive Office for Administration and Finance (A&F) priorities, spending and staffing targets, program objectives and maximizes the use of available funding. What do you do? Percentage of Time 1. Operations management 30% -Oversee and manage Program Services Unit (3 employees) responsible for mailing of annual registration packets, maintenance of office support equipment, oversight of the ESORI database, security systems and SORB website. -Assist with enhancements to the Sex Offender Registry Board ESORI database, SORIS2 and Unity databases and serve as point of contact for UnityPlus and ESORI database issues. -Oversee the Human Resources Manager and work closely with them on all personnel issues. 2. Fiscal Management, Oversight and Planning 40% - Monitor all agency spending to ensure that spending is consistent with the agency’s budget and spending plans; oversee/approve all MOSAIC transactions. - Oversee accounts payable and receivable, cost evaluations, and the agency accounting system; oversee the agency’s Accountant. - Evaluate Agency’s fiscal challenges for corrective action. - Maintain close working relationships with the Chief of Strategy and Finance and Deputy CFO of EOPSS, A&F, and the Office of the State Comptroller, including being responsive to information requests and submittal deadlines. - Serve as or oversee the designated Payroll Director by attending meetings, reconciling and certifying the bi-weekly payroll and preparing PRRV and other related payroll forms and resolving all other payroll issues; work with Human Resources Manager to develop and establish systems and protocols ensuring accurate interpretation and implementation of applicable CBA and HRCMS provisions. - Provide accurate, complete, and timely financial reports to the Chair and fiscal unit of the Executive Office of Public Safety and Security (EOPSS) 3. Procurement 10% - Serve as the Chief Procurement Officer. - Oversee the procurement of all goods and services including contract administration, employee reimbursements, ISA’s and COMMBUYS. 4. Compliance and Risk Management 20% - Serve as the Internal Control Officer - Establish, implement and monitor financial controls consistent with federal and state regulations as well as Comptroller guidelines. Prepare and oversee the Comptroller Annual Internal Control Plan Certification process. - Serve as the Designated Security Officer (DSO) and Single Audit Liaison and GAAP Liaison; Use of Mobius View. - Oversee all fiscal related audits of Agency finances. Knowledge, Skills and Abilities 1. Five years of managerial experience with significant responsibility and knowledge in state finance, budgeting, accounting, procurement, auditing, management analysis, program evaluation, financial reporting and administrative functions. 2. Experience managing or overseeing day-to-day operations, including process improvement or service delivery including a demonstrated ability to supervise staff, manage performance and support team development. 3. Bachelor's Degree in Business Administration, Finance, or Accounting, or Public Administration. 3. Knowledge of the Commonwealth's payroll policies and procedures, and wage and hour laws. 4. Strong written, verbal, and analytical communication skills. 5. Knowledge of and experience implementing Comptroller policy and procedure in state finance matters and operational controls. 6. Knowledge of Worker’s Compensation law. 7. Familiar with MGL as it pertains to Fiscal Administration. 8. Familiar with state procurement process and systems. Minimum Entrance Requirements Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in: *Administrator and Program Manager:*Business administration, business management, public administration, public management, clinical administration or clinical management *Fiscal Officer:*Financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) Of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
