Technical Program Manager (TPM)

Overview

LMI is seeking a Senior Technical Program Manager (TPM) to lead the delivery of LMI's technology portfolio supporting the United States Postal Service (USPS). USPS operates the nation's largest delivery and logistics network and is in the midst of a multi-year modernization effort to improve service reliability, transform the customer experience, and achieve long-term financial sustainability. The TPM will be LMI's senior technical leader on this account: owning the end-to-end deployment of technology solutions into the USPS environment and serving as the trusted advisor who connects hands-on engineering execution to USPS mission and business outcomes.

This is a hands-on leadership role for a professional who can lead the deployment of a diverse portfolio of enterprise technologies into a large, complex federal environment, including ServiceNow, the Microsoft ecosystem (Microsoft 365, Power Platform, Azure), AI-enabled and agentic solutions, custom software applications, AI-assisted software engineering approaches, and commercial off-the-shelf (COTS) products. The TPM manages a portfolio of concurrent technology projects and deployments, sets and enforces best practices across software development, customer/user experience (CX/UX) design, security, and release management, and is personally accountable for the cost, schedule, quality, and adoption of every solution the team delivers. Equally important to the technical mandate is customer management and relationship building. The TPM builds and sustains strong working relationships with USPS stakeholders, translating their needs into actionable solution roadmaps, communicating clearly across both technical and non-technical audiences, driving consensus, and continuously demonstrating value. The role demands someone who thrives in an environment that emphasizes building, deploying, and iterating in parallel, and who can own the full solution lifecycle alongside the client.

This senior leadership role reports to the LMI USPS Account Lead and serves as LMI’s primary technical leader on the account. The position oversees a portfolio of multiple concurrent technology initiatives and leads a multidisciplinary team of engineers, architects, designers, analysts, and subcontractors.

The TPM has broad authority to set delivery standards, prioritize and sequence work, approve technical approaches, elevate risks to USPS and LMI leadership, and recommend staffing and resource decisions. The role interacts regularly with USPS senior IT and business stakeholders at the director and executive levels.

Responsibilities

• Portfolio Delivery & Execution :
  • Serve as LMI's senior technical lead and primary technical point of contact for the USPS account.
  • On-time, on-budget delivery of technology solutions into the USPS production environment across multiple platforms and technologies.
  • Build and sustain trusted relationships with USPS stakeholders, acting as the senior advisor on solution approach and continuously identifying opportunities to add value and expand impact.
  • Own the end-to-end lifecycle of technology deployments into the USPS environment (e.g., intake, solution design, build, integration, test, deployment, and sustainment)
  • Prioritize, sequence, balance workload, and allocate resources to effectively manage and deconflict a portfolio of concurrent technology projects and deployments
• Technical Leadership & Standards :
  • Translate USPS mission and business needs into technical solution architectures, delivery roadmaps, and Agile backlogs that integrate cleanly with existing USPS systems, data, and enterprise IT.
  • Lead delivery using Agile methodologies (Scrum, SAFe, and/or Kanban): manage the backlog, sprints, and release planning; run ceremonies; and drive CI/CD and DevSecOps practices for fast, reliable, and secure delivery.
  • Apply human-centered design and CX/UX best practices throughout delivery so solutions are usable, accessible, and adopted, not just deployed.
  • Direct the configuration and deployment of platform solutions, as well as bespoke and AI-assisted custom development where a tailored build is the right answer.
  • Stay current on emerging technology, to include GenAI and agentic AI, low-code/no-code platforms, cloud and platform advances, and modern development tooling, and bring practical innovation to the account.
• Quality & Portfolio Management :
  • Govern technical quality and enforce architecture, coding, integration, and release standards across the team and partner contractors.
  • Manage cost, schedule, scope, and performance across the portfolio; track financials, forecast spend, prevent cost overruns, and report status against budget and milestones.
  • Proactively identify and mitigate technical, security, schedule, and delivery risks, implementing corrective actions before they impact the client.
  • Ensure compliance with USPS and federal cybersecurity, authorization/ATO, data governance, AI risk-management, privacy, and accessibility (Section 508) requirements.
  • Build, lead, and grow a multidisciplinary team (engineers, architects, designers, data and analytics specialists, and analysts); manage staffing, onboarding, task assignment, performance, and subcontractor coordination.
  • Develop and maintain technical and program documentation, including solution and system architectures, integration/interface designs, agent and workflow specifications, runbooks, and standard operating procedures.
  • Provide clear, regular status updates, briefings, and after-action reviews to USPS leadership and LMI management; record decisions and action items and keep stakeholders aligned.
  • Manage contract deliverables, milestones, schedules, and service levels, ensuring high-quality, on-time submissions and adherence to contractual and governance requirements.

Qualifications

Minimum Qualifications

• Education : Bachelor’s degree in computer science, information technology, software engineering, or a related technical field, or equivalent professional experience.
• Experience : Minimum of 10 years of experience spanning software engineering, solution architecture, and/or technical program/project management, including enterprise technology delivery and cloud deployments.
• Technical & Delivery Expertise :
  • Demonstrated experience owning end-to-end deployments of enterprise technology into production across two or more of: the Microsoft ecosystem (Microsoft 365 / Power Platform / Azure), AI/GenAI solutions, COTS products, and custom software development.
  • Experience working the architecture of ServiceNow
  • Deep, working knowledge of modern software development practices, including DevSecOps and CI/CD.
  • Proven experience leading Agile delivery (Scrum, SAFe, and/or Kanban), including managing Agile teams, backlogs, and release cadences.
  • Demonstrated experience managing a portfolio of concurrent projects, with direct accountability for cost, schedule, scope, quality, and risk.
  • Working familiarity with federal IT governance, cybersecurity, authorization/ATO, data governance, and accessibility (Section 508) requirements.
  • Experience delivering technology in a federal government or comparably large, complex enterprise environment.
• Program & Portfolio Management Expertise :
  • Strong stakeholder-management and customer-relationship skills, including the ability to brief and align senior/executive, non-technical leaders and to drive consensus.
  • Ability to clearly communicate complex technical concepts to non-technical audiences, both verbally and in writing.
  • Strong proficiency with Microsoft Office (Word, Excel, PowerPoint) for documentation, analysis, and executive briefings.
• Certifications: Project Management Professional (PMP) or equivalent demonstrated program-management credential, and a recognized Agile/Scrum certification (e.g., PMI-ACP, Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or SAFe).
• Clearance / Eligibility: The ability to obtain and maintain a USPS Public Trust Clearance. Please note only US Citizens can obtain a clearance.

Preferred Qualifications

• Education : Master's degree or better in computer science, engineering, or a related technical field, or an MBA with a technology focus.
• Experience : Prior USPS or postal experience, or experience supporting other federal civilian agencies, specifically with technology deployments or the management of a portfolio of technology solutions.
• Technical & Delivery Expertise :
  • Hands-on experience with GenAI and agentic AI platforms and AI-assisted/agentic development tooling (e.g., AI coding assistants and agent frameworks), including rapid AI-assisted (“vibe”) development.
  • Human-centered design, CX, or UX credentials, or a demonstrated portfolio of user-centered solution delivery.
  • Experience obtaining an Authority to Operate (ATO) / authorization for a SaaS or PaaS solution.
  • Experience with low-code/no-code platforms.
  • High-level technical understanding of data engineering, ETL, data analytics, and machine learning.
• Program & Portfolio Management Expertise :
  • Experience leading distributed, multidisciplinary teams and managing subcontractors on federal contracts.
• Certifications :
  • ServiceNow certifications (e.g., Certified System Administrator (CSA), Certified Implementation Specialist (CIS), Certified Application Developer (CAD)).
  • Microsoft certifications (e.g., Azure, Power Platform, or Microsoft 365).
  • Cloud certifications (AWS, Microsoft Azure, or Google Cloud).
  • Advanced Agile / scaled-Agile certifications (e.g., SAFe Program Consultant (SPC) or Release Train Engineer (RTE)).
  • IT service management credentials (e.g., ITIL).
  • Cybersecurity certifications (e.g., CompTIA Security+, CISSP, or CISM).

The target salary range for this position is $147,000 - $190,000
