Senior Resource Mobilization and Partnerships Officer

Purpose

PATH is seeking to hire a Senior Resource Mobilization and Partnerships Officer (SRPO) to work in the Global Oxygen Alliance’s (GO₂AL) Coordination Group to lead on resource mobilization initiatives to raise funds to support the Alliance’s functions and its collaborative and co-created activities. The SRPO is also expected to inform or perform Coordination Group activities, with a focus on advocacy, communications and managing working groups and other tasks as needed.

Duration

The full-time position is expected to start in January 2025 for a duration of 2 years, with the possibility of extension.

Location : The position is based at the PATH office in Geneva, Switzerland.

Background

The COVID-19 pandemic caused widespread oxygen shortages across Latin America, Asia, Africa, and the Middle East. As part of the pandemic response, the Access to Covid Tools Accelerator (ACT-A) partnership, launched by the World Health Organization, established the ACT-A Oxygen Emergency Taskforce in February 2021 to coordinate and advocate for increased access to oxygen supplies. The Taskforce members made significant progress in securing oxygen access for low-and middle-income countries (LMICs), including raising over US$ 1 billion in grant funding to support access to oxygen systems, market shaping to improve affordability and accelerating the implementation of national oxygen response plans.

As the world transitioned from the acute phase of the pandemic, the ACT-A-Oxygen Emergency Taskforce evolved into the Global Oxygen Alliance (GO2AL) - a multistakeholder collaborative launched in May 2023 with a mission to increase access to oxygen by harnessing partnerships to do more together than alone. With this transition GO2AL will coordinate members to collaborate and co-create/co-implement activities to contribute to closing the global oxygen funding and access gap. This includes driving key objectives on investment consolidation and sustainability; procurement, supply chain and market shaping; country planning and implementation and advocacy and demand generation; with a focus in LMICs.

In addition, GO2AL will take a more inclusive and planned approach which will emphasize the importance of assessing oxygen and oxygen systems needs at the country, regional, and global levels through key partner engagement, particularly with countries, civil society, and communities, to facilitate bottom-up planning and programming. Moreover, GO2AL will strongly position and advocate for sustainable oxygen systems as an essential building block for health system strengthening, universal health coverage, and pandemic preparedness and response. GO2AL also recently commissioned and launched the Global Oxygen Strategic Framework and Investment Case 2025-2030 as a resource to all stakeholders about how to strengthen oxygen systems in LMICs and to highlight why investing in oxygen can be extremely cost-effective – making it a “best-buy” for donors, especially for protecting children.

GO2AL is co-chaired by Unitaid and The Global Fund, and vice-chaired by the Pan America Health Organization and the Africa Center for Disease Control and Prevention. GO2AL is coordinated by Unitaid, WHO, and UNICEF. The Coordination Group drives the overall function and day-to-day activities of GO2AL and supports the work under the direction of its co/vice-chairs. PATH is a key member of GO2AL and committed to supporting its collective efforts.

1. Duty and Deliverables

The incumbent will be expected to work independently as well as closely with the representatives of the co-chair and vice-chair organizations and focal points for the Coordination Group’s hosting organizations to carry out the following:

Resource mobilization – 70%

  • Lead on the development of a responsive and innovative GO2AL resource mobilization strategy and related policies.

  • Coordinate consultations across GO2AL’s leadership, Coordination Group and working groups to ensure that fundraising aims and processes align with the direction of GO2AL’s work plans.

  • Identify and access new donor and funding sources for GO2AL (to fund its co-created activities/projects), including researching the interests and application requirements of the donors and other sources of funding.

  • Lead on or coordinate the develop of donor briefs and funding requests and other appeal documents to be used as an advocacy and fundraising tool.

  • Coordinate donor engagement, build relationships and facilitate cooperative agreements and alliances with donors and the private sector.

  • Draft internal and external correspondence, including briefing notes for chairing and Coordination Group organization’s leadership to support them in negotiation and follow up of contributions with donors.

  • Represent GO2AL at donor meetings and proactively contribute to negotiations for rapid donor agreements as needed.

  • Lead on proposal writing to funding sources and coordinate communication at all stages on technical and procedural issues.

  • Plan and implement fundraising meetings/events such as agenda development and event communications and management of logistics.

  • Oversee the overall activities related to mobilization of resources, grants management, funding needs and gaps and the awards process in close collaboration with key leadership and Coordination Group members.

  • Manage multiple resource mobilization full-cycle projects, including monitoring the implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements.

  • Work closely/in collaboration with other working groups, particularly the Advocacy Working Group to ensure synergistic work between fundraising and advocacy activities.

  • Perform any administrative activities as needed for the above duties or deliverables.

Coordination, communications, and advocacy – 30%

  • Manage working groups, task teams and/or stakeholder engagement groups as needed, which includes providing direction to members, driving objectives, producing results, overseeing related budget, and performing administrative and monitoring tasks as needed.  

  • Contribute to the development of GO2AL’s planning, advocacy, communication tools.

  • Support and advise on cross-cutting activities related to resource mobilization, including advocacy and demand generation activities.

  • Support the development and implementation of GO2AL's Communications Strategy.

  • Manage external consultants/contractors to implement activities as needed.

  • Perform any other Coordination Group duties as requested by first-and second-level supervisors.

2. Qualifications, experience, skills and languages

Essential Education: Advanced university degree (Master level or above) in business or public administration, social sciences, international relations, political sciences, communications, marketing, management, economics accounting, financial management, from an accredited/recognized institute.

Desirable: Specific studies on resource mobilization, communication, studies on development and/or humanitarian work. Training in donor intelligence, proposal writing, and general project management.

Essential Experience:

  • At least 10 years’ related experience, at the national and global level, in resource mobilization and external relations and grants management.

  • Documented achievements in fundraising activities, part of which support health or humanitarian programs.

  • Demonstrated success in resource mobilization complemented by the ability to conceptualize ideas and promote consensus.

  • Proven experience in writing resource mobilization proposals, donor reports and related documents.

  • Experience in writing external reports and communications/advocacy materials, presenting materials relevant for diverse audiences, including products for technical/scientific and lay stakeholders.

Desirable:

  • Experience managing multi-stakeholder partnerships, including engaging diverse actors such as governments, UN agencies, civil society, NGOs, and donors.

  • Experience in program/project planning, monitoring and evaluation, including developing and/or implementing performance-based metrics.

  • Proven experience in program/project management, policy development, and stakeholder coordination in the field of global/public health or development.

  • Experience working to increase access to medical oxygen in LMICs.

  • Experience in health/development communications and advocacy.

  • Experience with event planning and implementation.

  • Experience working at the country level, particularly in LMICs.

Skills and knowledge required:

  • Excellent written and verbal communication skills.

  • Excellent and fluent language skills in English. Fluency in French is desired.

  • Strong interpersonal, representational and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners.

  • Strong planning, organizational, and project/program management skills.

  • Demonstrated ability to work as part of a team to deliver high impact results.

  • Strong interpersonal skills, tact, discretion and mature judgment.

Demonstrated analytical skills, with the ability to analyze complex problems, including financial skills and using Microsoft Excel.

3. Supervision and reporting requirements

This position is not a supervisory role, and no staff will be reporting to the incumbent. The incumbent will work under the direction of the GO2AL Co-Chairs and closely with the Coordination Group manager and counterparts from Unitaid, UNICEF and WHO. General supervision and management of performance and development of the incumbent will be provided by a staff member of PATH in line with PATH administrative rules and procedures.

4. Travel

The incumbent may need to travel periodically for stakeholder/donor engagement meetings and events.
