The Tillamook County Sheriff's duty is to maintain peace within the county, and as an elected official the Sheriff is accountable to the people of Tillamook County. Citizens living and visiting Tillamook County receive many services from your Sheriff's Office. In the unincorporated areas of Tillamook County deputies provide Law Enforcement and emergency response. But there is much more to the Sheriff's Office than patrolling the rural parts of our county. Some of the major operations include our 54 dedicated employees running and maintaining the Jail, Search and Rescue on land and water, processing and delivery of civil papers, Community Corrections (Parole and Probation), Court House Security, major crime team response, and support of the municipal City Police Departments.

This classification provides support to professional Corrections Deputies in maintaining the security and welfare of Adults in Custody (AIC) in the Tillamook County Justice Facility.

This classification performs para-professional duties in the day-to-day operation of the control center. The Corrections Technician has responsibility for the indirect supervision of AIC via central control. This classification is distinguished from the Correction Deputy classification by the lack of daily physical contact with AICs. As such, it does not require DPSST certification.

Qualifications

Essential Functions

• Operate the central control system. Monitor and control all movement throughout the facility, including access to the building, to ensure the safety and security of staff and AICs. Monitor AIC housing unit alarms, and alarms at various offices in the facility. Monitor and use radios. Respond appropriately within established protocols to alarms and radio calls. Record various activities in the records management system.
• Operate the Law Enforcement Data System (LEDS) and the National Crime Information Center (NCIC) computer system and in-house records management system.
• Ability to testify credibly as a witness in court and administrative proceedings.
• Monitor the activity of floor officers and other corrections staff. Call for back-up when appropriate. Notify officers of unusual circumstances in and around the facility (e.g. disturbances, hazardous situations, odd AIC behavior, etc.)
• Maintain a concise log of jail activities. Update and maintain records, logs and files; ensure the confidentiality of such. Verify proper identification of AIC visitors; process associated paperwork. Process AIC mail. Within scope of duties, provide assistance to other justice agencies and the public via interpersonal, electronic or telephonic means.
• Perform additional record keeping and paperwork processing as needed for normal jail operations.
• Perform additional duties as assigned.

Required Knowledge/Skills/Abilities

• Knowledge: Basic knowledge of policies, procedures and practices specific to the custody and control of prisoners; considerable knowledge of records maintenance; basic knowledge of interview techniques.
• Skills: Considerable skill in the use of computerized equipment and systems including personal computers and database systems; considerable skill in data entry and retrieval; considerable skill in records maintenance; skill in the use of two-way radios. Skill in communicating effectively in both oral and written forms.
• Abilities: Ability to establish and maintain records, reports, and logs; make decisions independently in accordance with established policies, and use initiative and judgment in carrying out tasks and responsibilities; identify and resolve problems; remain calm and use good judgment during confrontational or high-pressure situations; courteously meet and deal effectively with other employees, other agency representatives, law enforcement and emergency service personnel, medical providers, clergy, AIC and families, and the public; work variable shifts and overtime; evaluate the veracity of information obtained in the booking process.

Required Education/Experience

• Preferred experience in Corrections or law enforcement. Must be able to legally work in the U.S. At time of appointment, must possess and maintain a valid Oregon driver's license and a good driving record. Within one year of appointment, must possess certifications in LEDS, first aid, and CPR. Skill in speaking Spanish is desired.

Supplemental Information

This classification works under the supervision of the Jail Commander. Work may be directed by a shift Sergeant. Recurring routine assignments are independently performed by employee on the basis of past experience. The employee receives general instructions regarding the scope and approach to projects or assignments, but procedures and problem resolution are left to employee discretion and interpretation. Significant deviations require authorizations from the lieutenant or from the sergeant in charge of that shift. Employee estimates and manages time efficiently. Work is reviewed periodically to ensure that determinations and decisions made are in compliance to department policy and procedures.

Work is performed within established Sheriff's Office policy, procedures and directives; federal, state and county statutes, rules, regulations and ordinances; LEDS and NCIC reference manuals; console reference manual; radio and alarm manuals. Incumbent uses judgement to interpret guidelines and follows procedures and policies closely due to the nature of the work.

Work is performed primarily in the correction facility environment with security restrictions and generally indirect contact with AICs. Work required visual acuity to distinguish colors and monitor video screens. Work is conducted in an environment with no natural lighting. Physical demands involve bending, hearing alarms and voice conversations, keyboarding, lifting up to 20 pounds, pulling, pushing, reaching, sitting, standing, walking and running.
