Description Job Overview: The Planning and Compliance Manager supervises and oversees homeowner submissions related to approvals of residential architectural and landscaping improvements and CC&R and rule and regulation enforcement procedures. Works intimately with the Master Architectural Committee. Reports directly to the General Manager with significant contact with the HOA Board of Directors, committee members, homeowners, supervisory staff, vendors, independent contractors and city officials. Compensation: $74-84K/ Yr FirstService Residential will compensate the successful candidate in accordance with the posted range. The salary or wage paid to the successful candidate will be commensurate with experience, education, and specific job responsibilities. For positions designated at a client's property, the salary or wage will also be premised upon the client's directive. The base pay range is subject to change and may be modified in the future. Job Responsibilities Manages and directs the Planning and Compliance Department staff. Supervises all aspects of staff member performance including hiring, training, development, performance evaluation, disciplinary action and/or termination (when warranted). Assists the Master Architectural Committee in responding to residential improvement applications. Uses property management software to evaluate and track applications. Oversee and takes appropriate action to enforce the Association’s CC&R's, rules and regulations and Architectural Standards. Oversee the daily systematic inspection program to ensure accuracy, success and compliance with established governing documents. Ensures that available technology is used to its fullest potential and that staff members are fully trained in all current and new technology. Assists General Manager in planning and managing large-scale community projects using project management technology and software. Uses Association vehicle to perform property inspections and/or pick up materials as needed. Assists the General Manager in preparing annual planning and compliance budgets and performs monthly monitoring of expenditures. Reviews of vendor invoices for accuracy of billing and approvals same for final review by the General Manager. Skills And Qualifications Must have five to seven years’ experience involving large-scale HOA operations. Must have prior community association planning and compliance experience Must have three to five years experience involving supervision of others and managing outside contractors/vendors within planning and compliance. Must be able to mentor employees in the field of planning and compliance and the technologies used to manage related tasks. Must have CMCA or CCAM or greater designation. Successful completion of a “200” level class with CAI in which community governance and compliance is addressed. Must be proficient in C3 property management software, or a very similar software, including Architectural Processing Model. Must be able to read architectural plans and construction drawings. Must be proficient in e-project management with heavy reliance on computers and technology to assist the project. Working knowledge of the Davis-Stirling Act, H.O.P.A. and other governing authorities as they relate to qualified senior communities. Ability to apply the principles and practices of a medium scale organization. Able to prepare, analyze and operate within approved budget limits and follow established maintenance industry standards and requirements. Knowledge and ability to perform and train others to perform property inspections utilizing accepted and safe practices. Establish and maintain effective working relationships with employees, colleagues, residents, contractors and city officials. Ensures thorough follow-up, meets deadlines, and operates within budget. Communicates effectively with others in English both verbally and in writing. Prepares reports and makes formal presentations to large groups. Education & Experience AA Degree and/or Junior College level skills in math, business English, vocabulary, communications, and writing. Knowledge of MiscroSoft Word, Excel, Outlook and PowerPoint. Ability to use modern office equipment and software programs as applicable to the position. Must have finger dexterity for typing/using a keyboard. Must be mobile enough to move around both the office in order to make copies, send mail and faxes and to walk around the property. This could include lengthy walks on uneven areas. Talking and hearing occur continuously in the process of communicating with guests, supervisors, and other associates. Consistent and regular attendance required.
