Statistician

Summary

This position is with the U. S. Department of Labor Occupational Safety and Health Administration (OSHA) within the Directorate of Technical Support and Emergency Management (DTSEM) in the Office of Statistical Analysis located in Washington DC.

• This position is at the full performance level.
• This position is INSIDE the bargaining unit.
• This position is not remote. Selectee will be expected to report to the office above.

Duties

Duties for the Statistician position include but are not limited to the following:

• Conducting special studies to develop and evaluate quantitative measures of occupational or industrial hazardousness and agency performance.
• Providing support to users of occupational injury illness and fatality data to help them understand the data and its limitations.
• Applying statistical methodologies to conduct data analyses and to evaluate programs.
• Assessing the ability of existing data systems to meet OSHAs needs and make recommendations as needed.
• Participating in the development and maintenance of OSHA-wide performance measurement systems that evaluate OSHAs effectiveness in achieving its mission.

Qualifications

This position has an Individual Occupational Requirement. You must meet both the Basic Requirements and the Specialized Experience to qualify for Statistician as described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Statistics Series :// Requirement:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics provided at least 6 semester hours were in statistics) and 9 additional semester hours in one or more of the following: physical or biological sciences medicine education or engineering; or in the social sciences including demography history economics social welfare geography international relations social or cultural anthropology health sociology political science public administration psychology etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods e.g. courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling (b) collecting computing and analyzing statistical data and (c) applying statistical techniques such as measurement of central tendency dispersion skewness sampling error simple and multiple correlation analysis of variance and tests of significance.

AND

Specialized Experience is the experience that equipped the applicant with the particular knowledge skills and abilities (KSAs) to perform the duties of the position successfully and that is typically in or related to the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12in the Federal Service.

Examples of qualifying specialized experience for the GS-13 include:

• Applying quantitative and qualitative statistical methods to the analysis of occupational safety and health and enforcement data.
• Designing and/or conducting statistical studies.
• Preparing reports to provide recommendations based on analytical findings.

Education

This position is inside the bargaining unit. If the duty location is within the Washington D.C. metropolitan area the position will be included in the Local 12 AFGE bargaining unit.
