The Wyoming Department of Transportation (WYDOT) is dedicated to delivering a safe, high-quality, and efficient transportation system for the State of Wyoming and is currently seeking a full-time Engineer II based in Buffalo, Wyoming. This position involves supporting highway projects from initial planning through design, construction, and final contract completion under the guidance of the Resident Engineer. Responsibilities include a range of engineering tasks essential to the successful execution of transportation infrastructure projects.
Buffalo is tucked away between the rolling plains of the Old West and the towering peaks of the Bighorn Mountains, and it is small-town living at its finest. Nearby outdoor activities are endless: hunting, fishing, hiking, camping, snowshoeing, cross-country skiing, downhill skiing, snowmobiling, ATV trails, rodeos, and a four-star golf course in the heart of town. Billings, Montana, and its amenities are just over a two-hour drive from Buffalo. And Wyoming is one of only nine states with no income tax!

- Issues, reviews, comments, and revised plan sets.
- Reviews and approves or rejects project submittals/permits.
- Reviews and updates forms and documentation procedures regarding construction activities and pay quantities.
- Inspects and assures projects/facilities are completed according to plans, specifications, design criteria, and budgetary constraints.
- Compiles and submits engineering recommendations and summaries for the design of various projects/facilities with varying levels of complexity.
- Conducts extensive research on existing and evolving technologies.
- Provides technical guidance, advice, and oversight.
- Works in direct contact with contractors and subcontractors daily to manage projects under construction.
- Deals with landowners, traveling public and local, county, state, and federal government entities in the same context.
- Performs field inspections, laboratory testing, materials analysis, and quality control.
- Develops engineering models, conducts studies, makes cost estimates, and submits reports, summaries, and other required documentation.
- Reviews and evaluates the work of assigned engineering technicians.
- Performs inspections and testing to ensure the contractor is constructing the project according to plans, specifications, etc.
- Provides the contractor with the necessary information to construct a project (showing a project and interpreting plans).
- Calculates and documents quantities for payment to the contractor.
- Examines and verifies numeric data and specifications on source documents by recalculating computations using geometry or trigonometry.
- Resolves geometric and trigonometric problems encountered during the process of making detailed engineering drawings.
- Review construction plans and verify that these are in accordance with designated specifications and other requirements.
- Conducts field engineering surveys, including reading a level, operating a total station, GPS, and making decisions to solve problems.
- Checks and verifies the accuracy of detailed drawings in projects and makes corrections in drawings if necessary.
- Designs preliminary work, calculating land areas, earth forms, circular curves, material quantities, and other qualitative measurements using geometric and trigonometric computations.
- Trains other personnel in engineering and surveying and training personnel on proper fieldwork documentation techniques.
- Coordinates with the contractor other agencies, and the public when a project impacts them
- Oversees moderate to major construction projects by documenting pay quantities, directing the work schedule of subordinates, and working with a contractor for quality control
- Ensures that materials sampling and testing are performed properly; audits material summaries for QA/QC purposes.
- Prepares water agreements, materials agreements, and other necessary agreements.
Preferences/Agency Requirements: Must be able to obtain the following certifications/licenses:
- Valid Driver's License
- QC/QA Certification in Soils & Aggregate, Asphalt, and Concrete
- Asphalt Concrete, Soil & Aggregate
- WYDOT Portland Cement Concrete
Knowledge:
- Knowledge of authoritative reference materials in the field of engineering.
- Knowledge of surveying and surveying instruments and measurement and testing equipment and systems.
- Knowledge of complex algorithms used in mathematical computer models to recognize the theory as the basis of their use.
- Knowledge of construction methods and processes, project scheduling, cost estimating procedures, and material quantity takeoffs.
- Knowledge of scientific and/or technical research practices.
- Knowledge of principles, theories, concepts, and practices of engineering.
- Knowledge of computers, calculators survey equipment, and testing equipment constantly.
- Knowledge of contemporary practices in road construction contracts.
- Knowledge of analyzing a situation based on education, experience, policies, and specifications, developing a solution, and then implementing the solution.
- Knowledge of Microstation and Geopak.
- Knowledge of word processors, spreadsheets, and other computer programs.
- Ability to interpret plans and specifications based on sound engineering principles.
- Skills in engineering calculation and accounting procedures.
- Skills in interpersonal relations and communications.
- Skills in oral and written communication.
- Skills in decision-making and direction of work activities.
- Skills in making engineering calculations and highway construction planning and design.
- Knowledge of WYDOT policies and procedures and engineering principles related to highway design and construction.
Minimum Qualifications:
Education: Bachelor's Degree (in Engineering) Experience: 0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of Engineer I. Certificates, Licenses, Registrations: Engineer in Training (EIT) License is Required or Fundamentals in Engineering (FE)
Physical Working Conditions:
- Ability to sit/stand and operate equipment for long periods of time.
- Work outdoors for extended periods of time in adverse environmental conditions.
- Workaround heavy machinery.
- Potentially exposed to hazardous waste.
- Working around high-speed traffic and heavy construction equipment.
- Work outdoors in a variety of inclement weather conditions including heat, cold snow, and rain.
- Physical Ability: Bending, stooping, and lifting up to fifty (50) pounds; safely lifting and moving necessary materials from one point to another; ability to stand for long periods of time.
