Diversion and Reentry Services Housing and Utilization Management Specialist (PPM II) Salary: $97,777.26 - $123,938.05 annually Location: Seattle, WA Job Type: Temporary Job Number: 2026GM26742 Department: DCHS – Community & Human Services Division: Behavioral Health and Recovery Summary The Diversion and Reentry Services (DRS) section manages behavioral health and housing programs at the intersection of the criminal legal system and behavioral health services. The Housing and Utilization Management Specialist supports Trueblood housing program contracts, coordinates care across multiple system partners, provides service authorizations and placement reviews, and ensures quality, efficiency, and equity in housing and behavioral health services for Trueblood Class Members. Job Duties Oversee Trueblood housing and service contracts, and use data to disseminate information. Monitor contracts, conduct site visits, manage contract amendments, process invoices, and support continuous quality improvement activities. Provide technical assistance to providers and remove barriers to ensure high‑quality, effective services and access to resources. Manage projects, including budget monitoring, tracking deliverables, and coordinating multiple elements such as sub‑contracts, data reporting, analysis, and fiscal oversight. Assist in data management and report development, drafting internal and external reports and correspondence. Conduct placement reviews and service authorizations to ensure behavioral health care is necessary, efficient, and appropriate. Participate in utilization management and quality management activities to ensure resources are used appropriately and efficiently. Perform quality assurance activities, including site visits to contracted providers and other monitoring activities. Participate in system‑level, multidisciplinary, and inter‑system care‑coordination teams to develop cross‑system intervention plans. Coordinate care across multiple systems and collaborate with stakeholders and service providers. Provide care coordination across behavioral health and housing continuums for Trueblood Class Members. Collaborate with system partners (e.g., KCRHA Coordinated Entry) on operational process improvements related to system navigation and service access. Navigate multiple databases and develop custom reporting and notification systems. Assist in coordination with external partners, including those with lived experience and tribal entities, to better serve Trueblood Class Members. Develop and present program materials, while centering equity and social justice. Assist program partners in developing trainings, materials, and presentations for behavioral health and Trueblood housing services, including public speaking. Integrate an equity and social justice framework into program duties and communications. Perform other related duties as assigned to support the overall work of the DRS section. Experience, Qualifications, Knowledge, Skills Demonstrated commitment to equity and social justice principles and practices. Strong organizational skills, ability to manage multiple projects and stakeholders, prioritize tasks, meet deadlines, and maintain attention to detail. Excellent written and oral communication skills, strong interpersonal skills. Experience with care coordination and engaging multiple systems to support client needs. Experience in Microsoft Word, Excel, Outlook, and other applications. Strategic problem‑solving skills and ability to anticipate future challenges and integrate solutions into analysis, design, and implementation. Knowledge of behavioral health recovery principles and practices. Ability to work independently with minimal supervision. Ability to attend meetings at various county locations in a timely manner. Desired Experience, Qualifications, Knowledge, Skills Lived experience of behavioral health conditions and/or involvement in the criminal legal system. Familiarity with King County’s criminal legal system. Deep understanding of homeless housing, permanent supportive housing, and/or the behavioral health system in King County.
