DIRECTOR, ELECTIONS AND VOTER REGISTRATION

Description The purpose of this position is to plan, direct, and oversee the operations and staff involved in voter registration and elections processes and to ensure compliance with the local, state, and federal election and voter registration laws, rules, and regulations. Examples of Duties Manages, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems, and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. Develops and implements long- and short-term plans, goals, and objectives for the department; evaluates effectiveness and efficiency of department activities ensuring compliance with registration and election regulations; reviews and revises policies, procedures, plans, and programs; and research, assesses, and develops strategies to meet current and future election and voter registration needs. Directs planning, operation, and administration of electoral processes; oversees accuracy of the voter registration and absentee balloting process; develops timelines to accommodate state and federal laws and regulations; and assesses special circumstances for potential issues, such as high visibility contests, high or low voter turnout, and controversial issues pertaining to elections or voter registration. Develops, defends, and administers departmental budget; determines budget allocations for staffing, equipment, and other outlays; approves or denies specific expenditures; monitors expenditures against approved budget; and makes adjustments as necessary. Oversees and directs all functions and activities of the department; directs voter registration programs, voter education, and outreach programs; ensures adequate and accessible locations for elections and voter registration activities; administers elections; recruits and trains poll workers; oversees storage, maintenance, preparation, and testing of election equipment; ensures that district lines are accurately reported; monitors voting precincts for over population and redraws precinct boundaries as needed. Interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; initiates any actions necessary to correct deviations or violations; maintains a comprehensive, current knowledge of applicable laws/regulations and pending legislation that may impact department operations; and maintains an awareness of new products, methods, trends, and advances in the profession. Conducts elections; supervises departmental personnel to ensure that all elections are conducted in accordance with state and federal laws and regulations; determines locations and schedule for early voting; organizes equipment and staff deployment levels for early and election day voting; reviews training packets; monitors early voting traffic and election task lists; approves ballot layouts; and implements changes in procedures to resolve issues. Directs voter registration activities; reviews and approves staffing levels during high volume and peak registration periods; monitors work activities to ensure timely processing of applications and maintenance of voter registration rolls; and conducts voter education seminars and training for citizens. Conducts qualifying for office; ensures that candidates and public officials are notified of required filings under the Georgia Campaign Finance Act and that related deadlines are clearly communicated; assess and collect late fees/fines as necessary; and maintains campaign filings for public inspection. Ensures inventory of voting equipment is adequate, secure, and in proper working order; utilizes asset management system to track maintenance and deployment of voting equipment inventory; develops and enforces security procedures according to State rules and regulations at storage facility; and develops maintenance processes to ensure equipment functionality. Maintains current, comprehensive knowledge and awareness of applicable election and voter registration laws, regulations, principles, and practices; maintains an awareness of new trends and advances in the profession; attends workshops, training sessions, and meetings as needed; networks with colleagues for best practice ideas; and maintains required certifications. Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e‑mail, or other software; and operates general office or other equipment as necessary to complete essential functions. Communicates with County officials, supervisor, other County employees, the public, outside agencies, the media, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; works closely with local, state, and federal officials to facilitate the electoral and voter registration process. Performs other related duties as assigned. Minimum Qualifications Education and Experience: Requires a Bachelor’s Degree in Public Administration or related field, and five (5) years of related experience managing elections, to include lead or supervisory experience, or equivalent combination of education and experience. Licenses Or Certifications Must possess and maintain a valid Georgia driver’s license. Must possess and maintain national certification as a Certified Election and Registration Administrator. Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs. Skill in the use of computers and software applications related to the essential functions of the job. Skill in effective communication, both verbally and in writing. Ability to meet and deal with employees and the public in an effective and courteous manner. Ability to get along with others and work effectively with the public and co-workers. Ability to work flexible hours, including evening meetings. Ability to multi-task and work within deadlines. Ability to deal with confidential and sensitive matters. Ability to work with and process payments for accounts within the budget and department. Ability to use computers for data entry, word processing, and accounting purposes. Ability to operate a copying machine.

PHYSICAL DEMANDS

The work is sedentary work which requires exerting up to 20 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
