Tribal Health & Wellness Strategy Director

Position Summary The Director is responsible for the overall leadership, management, administration, and successful implementation of the Fernandeño Tataviam Band of Mission Indians (FTBMI) Community-Designed Health, Wellness, and Tribal Governance Ecosystem project. The Director provides strategic direction and oversight for project activities related to health and wellness planning, Tribal governance development, Health and Wellness Code expansion, behavioral health infrastructure, community engagement, data governance, sustainability planning, and organizational capacity building. The position serves as the primary liaison between Tribal leadership, project staff, community stakeholders, funding agencies, contractors, and partners, ensuring compliance with all federal, Tribal, and organizational requirements. Essential Duties and Responsibilities Executive Leadership and Project Management Provide overall leadership and direction for the Health & Wellness Project. Ensure successful achievement of all project goals, objectives, performance measures, and deliverables. Develop and monitor project implementation plans, timelines, and milestones Coordinate project activities across departments, tribal entities, contractors, consultants, and community partners. Prepare executive briefings and recommendations for Tribal leadership. Tribal Governance and Organizational Development Support development and implementation of governance frameworks supporting Tribal health sovereignty and self-determination. Support establishment of a separate Tribal healthcare entity and associated governance structures. Facilitate policy development and regulatory planning activities. Ensure project activities align with Tribal priorities and community values. Strategic Planning and Sustainability Direct implementation of the Tribal Health & Wellness Implementation Framework. Lead long-term sustainability planning and funding diversification strategies. Evaluate future healthcare development opportunities and organizational readiness. Identify emerging opportunities that strengthen Tribal health infrastructure and wellness services. Financial and Grant Administration Maintain overall responsibility for project budgets and fiscal performance. Review expenditures, contracts, procurements, and budget modifications. Oversee required cost-share documentation and reporting. Ensure timely submission of performance and financial reports. Community Engagement and Partnership Development Cultivate relationships with Tribal citizens, healthcare organizations, public agencies, educational institutions, and community partners. Support community engagement activities and advisory council participation. Represent FTBMI at meetings, conferences, and intergovernmental events. Promote community-driven decision-making and transparent communication. Data, Quality, and Compliance Oversight Direct project performance measurement and evaluation activities. Oversee development of data governance, privacy, and security systems. Ensure compliance with Tribal policies and grant requirements. Monitor project outcomes and implement corrective actions when necessary. Present project performance dashboards to Tribal leadership on a regular basis. Personnel Supervision Supervise project staff and consultants. Conduct performance evaluations and provide ongoing coaching and support. Promote a collaborative and culturally responsive work environment. Minimum Qualifications Master's degree in Public Administration, Healthcare Administration, Public Health, Tribal Administration, Business Administration, Nonprofit Management, or a related field. Bachelor's degree with significant executive-level experience may be substituted. Minimum five years of progressively responsible management experience. Minimum three years managing federally funded programs or grants. Experience working with Tribal governments, Native American organizations, or Indigenous communities preferred. Experience in strategic planning, organizational development, healthcare administration, public health, or behavioral health systems. Demonstrated financial management and budget oversight experience. Valid California driver's license. Preferred Qualifications Experience managing multiple government and foundation grants. Experience developing healthcare programs or Tribal health organizations. Familiarity with healthcare compliance, privacy, and data governance requirements. Experience facilitating complex community engagement and planning initiatives. Understanding of Tribal health systems, payer readiness, credentialing, and healthcare operations. Knowledge, Skills, and Abilities Strong leadership and executive management skills. Ability to develop and implement strategic initiatives. Knowledge of grant administration and federal compliance requirements. Ability to manage multiple projects and complex organizational processes. Excellent verbal and written communication skills. Strong financial management and analytical skills. Ability to build partnerships and foster collaborative relationships. Ability to work effectively with elected officials, Tribal leadership, staff, community members, and external stakeholders. Understanding of culturally responsive and community-centered approaches to health and wellness planning. Working Conditions Primarily office-based with regular community engagement activities. Local and occasional out-of-area travel required. Evening and weekend meetings may be required.
