Maritime Security - Senior Program Analyst

The Maritime Security Solutions Senior Project Analyst will provide expert-level scientific, technical, and project management support to the Maritime Security Solutions portfolio within DHS S&T HSARPA. This position serves as a Science, Engineering, Technology, and Analysis (SETA) advisor supporting HSARPA Strategy and Execution in the Maritime portfolio. The successful candidate will provide technical R&D strategy development, technology advising, and project management oversight for programs focused on improving Maritime Domain Awareness and maritime border security capabilities. The Homeland Security Advanced Research Projects Agency (HSARPA) manages a broad portfolio of research, development, test, and evaluation (RDT&E) programs that deliver innovative solutions to address the nation's most pressing homeland security challenges. HSARPA invests in programs offering the potential for revolutionary changes in technologies that promote homeland security and accelerates the prototyping and deployment of technologies intended to reduce homeland vulnerabilities. Within S&T, HSARPA executes RDT&E to transition solution approaches, technologies, and knowledge products in support of DHS Component customers. The Maritime Security Solutions portfolio covers technologies and systems that enhance the nation's ability to detect, identify, classify, and track threats in the maritime domain, including autonomous systems, advanced sensors, data fusion architectures, and data analytics platforms. The successful candidate will be self-motivated, operate well in a dynamic environment, effectively manage competing priorities, and be comfortable developing and providing technical recommendations to further program objectives to program leadership. This individual must be proactive in identifying technology gaps, developing R&D strategies to address capability shortfalls, and supporting execution from concept through technology transition. This is currently a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed in accordance with the requirements of the contract. Applicants must be located within the National Capital Region. Responsibilities Include, But Are Not Limited To Providing scientific and technical guidance on maritime security technologies, including autonomous systems, sensors, data fusion, and data analytics, to support R&D investment decisions and program execution. Building and maintaining technical roadmaps that align R&D investments with DHS Component capability gaps and operational requirements in the maritime domain. Providing technology advising to government program managers on emerging technologies, technical feasibility, and transition pathways for maritime security solutions. Managing scope, schedule, and budget for assigned programs, projects, and activities, and interacting with stakeholders internal and external to S&T. Supporting technology scouting activities to identify innovative solutions from industry, academia, national laboratories, and international partners that address maritime security capability gaps. Conducting technology gaps analysis to identify shortfalls in current maritime security capabilities and recommending R&D investments to address those gaps. Supporting technology transition planning and execution, including coordination with DHS operational components (CBP, USCG, ICE) to ensure successful adoption of developed technologies. Evaluating the feasibility of technical approaches, reviewing research-related technical reports, and assessing the efficacy, safety, and lifecycle costs of proposed or realized solutions. Monitoring R&D project technical performance against goals, developing test and evaluation methodologies, and tracking milestones and deliverables. Conducting data analysis to inform program decisions, assess portfolio health, and support reporting requirements. Drafting and coordinating executive-level communication materials including presentations, memos, point papers, and briefings for senior leadership and external stakeholders. Coordinating with DHS matrix partners and with federal, state, local, and tribal stakeholders to advance maritime security technology objectives. Communicating complex scientific and technical concepts to both technical and non-technical audiences. Building and maintaining collaborative relationships among DHS, interagency partners, industry, and academic stakeholder communities. Supporting strategic planning activities and contributing to the development of program strategies aligned with S&T and DHS priorities. Required Qualifications BA/BS in an Engineering or Scientific discipline + 10 years of relevant experience or Master's + 5 years of relevant experience. Eligibility to obtain a DHS Suitability determination. Demonstrated project management skills, including experience managing scope, schedule, and budget for R&D programs or technology development efforts. Strong written and verbal communication skills, with the ability to clearly articulate complex technical information to both technical and non-technical audiences. Demonstrated experience writing concise and clear technical documents according to established standards. Excellent interpersonal and relationship-building skills with the ability to work effectively with a diverse range of stakeholders. Experience providing scientific or technical guidance and advisory support to government program managers or senior leaders. Proficiency working with Microsoft Office (Word, Project, Excel, and PowerPoint) and collaboration sites (Microsoft SharePoint). Candidates must have a Secret clearance or higher, with ability to obtain a Top Secret clearance. Desired Qualifications Technical background in one or more of the following areas related to maritime security: autonomous systems, sensors, data fusion, or data analytics. Experience supporting DHS S&T, HSARPA, or similar federal R&D organizations in a SETA or advisory capacity. Experience with maritime security technologies, maritime domain awareness systems, or border security technology programs. Experience developing technical roadmaps and R&D investment strategies for government technology portfolios. Demonstrated experience conducting technology scouting, technology assessments, or market surveys to identify innovative solutions. Experience with technology transition planning, including coordination between R&D organizations and operational end-users. Knowledge of DHS Component (CBP, USCG, ICE) operational requirements and capability gaps in the maritime domain. Experience with autonomous maritime systems, unmanned platforms, remote sensing technologies, or maritime environmental monitoring systems. Familiarity with federal acquisition processes, including Broad Agency Announcements (BAAs), Other Transaction Authorities (OTAs), grants, and cooperative agreements. Project Management Professional (PMP) certification or equivalent. Experience with data analytics tools and methodologies for portfolio analysis and decision support. Active Top Secret clearance and current DHS Suitability are strongly preferred. Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments and processes. Demonstrated ability to work independently and at pace with senior executives, rapidly translating strategic direction into actionable plans and delivered products. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract‑specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on‑call staff, compensation is proportionately adjusted based on hours worked.
