ATTORNEY III

Overview Enforcement Attorney III position in the California Department of Social Services (CDSS) Legal Division, Community Care Licensing (CCL) Enforcement Branch, Riverside Unit. This is a permanent, full-time position with a hybrid work arrangement (telework at an alternative work location). Travel may be required for hearings and meetings. Responsibilities Develop evidence, strategies, and tactics to litigate licensing matters, including license revocations, license application denials, and employee and licensee exclusion actions. Represent the interests of those receiving care or residing in community care facilities or children’s residential programs before administrative tribunals throughout the state. Enforce statutes and regulations governing the Licensing Division; prosecute cases that affect health and safety of children, the elderly, and dependent adults in licensed or approved facilities. Advise the Community Care Licensing Division and applicable county clients; collaborate with licensing clients, witnesses, medical staff, experts, investigators, and law enforcement to effectively prosecute complex cases. Facilitate settlements and negotiate stipulations where appropriate. Qualifications Attorney III with demonstrated experience handling complex and sensitive legal work related to programs administered by the Department, including licensing enforcement. Strong interpersonal communication, analytical, and negotiation skills; ability to work in a dynamic, collaborative environment. Proficiency in evidentiary rules and trial-related theory; ability to manage a broad litigation docket and coordinate with multiple stakeholders.
