Job Identification:Position Title:Criminal InvestigatorStatus:ExemptLocation:Quapaw Nation Law Enforcement FacilityDepartment:MarshalsReports to:Deputy Chief MarshalWork Schedule:Full TimeSafety Sensitive:Yes*Position Summary:The Criminal Investigator is responsible for enforcing Quapaw Nation, federal, state, and local laws to protect life, property, and maintain public peace. This position performs a broad range of law enforcement and investigative duties, including conducting criminal investigations, gathering and preserving evidence, interviewing witnesses and suspects, preparing detailed reports, and presenting findings for prosecution. The Criminal Investigator participates in crime prevention initiatives, makes arrests when necessary, and provides specialized support to various law enforcement programs and operations. All duties must be performed in accordance with Quapaw Nation policies and procedures, established internal control standards, and operational objectives. The Criminal Investigator is expected to exercise sound judgment, maintain a high level of integrity, and demonstrate professionalism while working both independently and collaboratively with other law enforcement agencies and community partners.Essential Job Functions:Secure, protect, and document crime scenes to preserve the integrity of evidence.Collect, handle, catalog, and preserve physical evidence in accordance with established procedures and chain-of-custody standards.Conduct interviews with witnesses, victims, and involved parties; interrogate suspects in compliance with legal requirements.Make arrests and apprehend fugitives as warranted.Organize, maintain, and manage case records, investigative files, and supporting documentation.Prepare clear, accurate, and detailed investigative reports, case summaries, affidavits, and related documents.Conduct surveillance operations and participate in covert or undercover activities when necessary.Analyze physical, financial, and digital evidence to identify leads, establish timelines, and support investigative conclusions.Obtain, prepare, and execute arrest and search warrants in accordance with legal protocols.Testify in court or administrative proceedings as required, presenting evidence and investigative findings.Collaborate and coordinate with local, state, federal, and tribal law enforcement agencies and criminal justice partners.Conduct background investigations and related inquiries as assigned.Apply critical thinking and problem-solving skills to evaluate evidence, identify investigative strategies, and connect patterns of criminal activity.Engage with community members and stakeholders to gather information, build trust, and support public safety initiatives.Provide support, information, and referrals to crime victims and affected individuals.Perform all duties in compliance with Quapaw Nation policies, procedures, internal controls, and established law enforcement standards.Perform all other duties as assigned.Non-essential Job Functions:Duties, responsibilities, requirements, and expectations pertaining to this position are subject to change, as needed.Participate in various committees, round tables, and other professional and community events as applicable.Knowledge, Skills, and Abilities:Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment.Thorough knowledge of applicable federal, tribal, and state laws, ordinances, and department rules and regulations.Requires responsibility for carrying out, interpreting, and enforcing existing laws, policies, and/or methods for assisting in originating policies and methods concerning area of responsibility.Requires responsibility for making regular contacts with general public, persons in other departments, or large organizational units, or outside organizations and their representatives for the purpose of furnishing or obtaining information, explaining specialized matters, or explaining procedures and regulations relating to duties of the position.Ability to establish and maintain effective working relationships with peers and supervisors.Ability to effectively communicate in writing and verbally and to give verbal and written instructions.Ability to make independent judgments under pressure that preserve the integrity and sovereignty of the tribal organization.Ability to maintain daily contact with the public, exercising courtesy, discretion, and sound judgment.Requires responsibility for gathering, preparing, and maintaining ordinary operating or related reports, or for routine handling and safeguarding of confidential material.Requires general high level of responsibility for public safety and for the enforcement of the laws and standards of public safety.The incumbent must have no previous felony convictions or misdemeanors involving domestic violence or moral turpitude.Must be willing and able to perform all job-related travel. Must be willing to carry a firearm and use deadly force if required. Must possess the physical and mental stamina necessary to perform the duties of the position and be able to accept the inherent physical discomforts or dangers of the work, as verified by a complete physical examination meeting the specifications of the Quapaw Nation Marshal Service.Must be able to successfully complete all required training and certifications.Must be willing and able to work an on-call schedule, including evenings, weekends, holidays, and emergency callouts as required.The incumbent must possess a valid driver's license and operate motor vehicles safely for official duties, including after-hours callouts and emergency responses.Must be able to obtain and maintain a Special Law Enforcement Commission (SLEC) from the Bureau of Indian Affairs – Office of Justice Services.Education / Experience:Bachelor’s degree in Criminal Justice, Law Enforcement, Social Sciences, or a related field is preferred, but not required.Must possess a Basic Law Enforcement Certification and have at least three years of continuous experience as a commissioned police officer, as well as meet any additional minimum standards set by the Department of Justice’s Training and Standards, as applicable.Must complete the Criminal Investigator Training Program (“CITP”) or the Department of Interior Investigator Training Program (“DOI ITP”) at the Federal Law Enforcement Training Center.Physical Abilities:The incumbent is frequently required to sit, talk and hear. The employee is occasionally required to stand; walk; use hands and fingers to feel, handle, or operate objects, controls, or tools as described above; reach with hands and arms above shoulder height without experiencing discomfort; climb and balance; stoop, kneel, crouch, and crawl; and taste and smell.Must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.Working Conditions:A large part of the work is performed in an office environment with no disagreeable conditions. Occasionally, the employee works in outside weather conditions; also, there may be infrequent exposure to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration. It may be expected that the individual could be exposed to blood or other potentially infectious materials during the course of their duties. Any and all necessary protective equipment is provided by the employer and must be used when needed.
