Site Security Manager, USARC DEERS/RAPIDS - 2401 Yorktown Systems Group, Inc. is seeking a highly qualified Site Security Manager to provide administrative support services to the US Army Reserve Command (USARC) G-1 for processing identification issuance requests and issuing identification badges for building and system access to eligible recipients in support of the USARC Identification Card Office (ICO). Summary: The USARC Command operates ICOs throughout the United States. The Site Security Manager will manage CAC and USID card issuance, maintain systems, ensure compliance with DoD policy, and support staff operations. Responsibilities: Perform complex tasks and respond to routine questions regarding policy and procedures, provide guidance to VO/ID Card Operators, and generate reports on personnel attendance. Support RAPIDS functions including: Ordering and managing CAC cardstock and consumables. Ensuring policy and procedure compliance. Site administration and security, maintaining site’s address information for RAPIDS Site Locator. Documentation and training. Installation of new hardware components. Validating identities when biometric capture not possible. Document overrides for CAC recipients lacking proper identification documents. Use of automated card management system. Maintain “ID Card Office Online” oversight. Review audit trail reports and evaluate fraud, waste, and abuse, retaining for required period. Ensure all SSMs complete VO training. Provide administrative support services and effectively staff the designated USID Card Office during operating hours. Accountability, control, verification, and issuance of USIDs and CACs for active duty, reserve, National Guard, retirees, family members, dependents, and other eligible recipients. Process identification issuance requests and support badge issuance for building and system access in accordance with regulations and DoD policy. Operate USARC’s USID Card Issuance Systems to verify information and conduct required background checks with 100% accuracy. Perform USID and CAC issuance verification tasks, research and review source documents, verify eligibility, and discuss entitlements per regulations and DoD policy. All contractor personnel staffing RAPIDS workstations shall be certified as “VOs.” Ensure uniformed service members, families, and other beneficiaries receive DoD benefits and ID cards, protecting national security interests. VO tasks include protecting data privacy, verifying identities, viewing and scanning eligibility documents, entering sponsor info, issuing ID cards, suspending privileges, and updating DEERS as necessary. Process DEERS/RAPIDS input and updates accurately and promptly, maintaining required records. Operate DEERS RAPIDS equipment to update electronic and paper filing systems supporting CAC statistics, hiring actions, and additional CAC information and correspondence. Qualifications: High school diploma (or equivalent) and one year of experience in a customer‑service environment, preferably in an HR‑related position or DEERS/ID card experience. Ability to perform various administrative tasks, exercise discretion. Proficient oral and written communication, working knowledge of Microsoft Word, Outlook, and basic office equipment. Successfully complete RAPIDS certification IAW PWS 1.16. Clearance: An Active SECRET Security Clearance is required for positions located at USARC G‑1 (Fort Bragg, NC); other positions must pass a National Agency Check with Inquiries (NACI) Tier1 investigation and background check.
