Financial Management Analyst

This position is located in the Office of the Under Secretary of War (Comptroller) (OUSW(C)), Human Capital and Resource Management (HC&RM) Directorate, Enterprise Performance & Analysis (EPA). The directorate serves as the departlnent's hub for integrated business operations and is leading the critical Planning, Programming, Budgeting, and Execution (PPBE) reform efforts to enhance resource allocation and decision-making. In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Coordinates the integration of PPBE reform strategies within acquisition modernization forums; 2) Draft authoritative briefings, analytical reports, and decision papers; and 3) Analyze data to prepare, justify and route complex reprogramming actions and funds transfers. .You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: 1) Directing the implementation of Planning, Programming, Budgeting, and Execution (PPBE) reform initiatives; 2) Evaluates the complex intersection between overarching financial management frameworks, federal appropriations law, and defense acquisition regulations; and 3) Initiates complex reprogramming actions and funds transfers, ensuring alignment with congressional intent and Departmental mandates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
