The primary purpose is to serve as a Human Resources (HR) Specialist (Recruitment & Placement). Responsibilities include technical advice and assistance in recruitment and placement activities, reviewing position descriptions, conducting job analysis, developing vacancy announcements, performing applicant reviews, adjudicating veterans’ preference, preparing selection certificates, setting pay, validating selections, processing personnel actions, explaining regulations, performing analysis of complex problems, providing advisory services to hiring managers, delivering high‑level customer service, serving on special assignments, and conducting training. Provide technical advice and assistance in recruitment and placement activities, including reviewing position descriptions, conducting job analysis, developing vacancy announcements, performing applicant reviews, adjudicating veterans' preference, preparing selection certificates, setting pay, validating selections, and processing personnel actions. Explain regulations, procedures, and determinations to employees, candidates, and supervisors. Perform analysis of complex problems and initiate action to resolve. Provide recruitment and placement advisory services to hiring managers. Deliver high level customer service and respond to actions in a timely manner. Serve as a team member on special assignments/projects. Conduct formal and informal training to OHC staff, hiring managers and customers.
