The base pay range for this position is $35.48 - $42.37. It is the City's practice to start employees at the lower end of the salary range. This position is eligible for education pay. The pay range for an employee holding an Associate's is $35.83 - $42.79 and for an employee holding a Bachelor's is $36.19 - $43.22, This position is eligible for bilingual pay for employees certified fluent in Spanish, Tagalog, Korean, or American Sign Language. The pay range for the bilingual premium is $36.19 - $43.22. This position is also eligible for longevity pay, with an increase of 0.25% each year the employee is employed with the City, starting on year 5. An employee completing a 47 year career with the City would expect to make $46.92 in the last year of employment based on 2026 numbers, for a salary range of $35.48 - $46.92. Taking these numbers into account, the salary for this position could ultimately range between $35.48 - $48.62 based on the 2026 pay scale, with the upper pay appropriate to an employee holding a Bachelor's, bilingual certified, and with 47 years of longevity pay. Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. The City recognizes 10 paid holidays and provides 2 personal holidays annually. Vacation leave is accrued on a prorated monthly basis with 80 hours a year earned the first year and increases thereafter. Major Function and Purpose
This position coordinates and participates in the routine maintenance and construction of Public Works improvements for the City and assists management in planning new construction and maintenance projects. General Function
Under the general direction of the Supervisor and Leads, this position is responsible for the efficient and effective use of equipment, materials, and labor to complete maintenance and construction projects in a timely and cost-effective manner.
Supervision Responsibilities
This position has no supervision responsibilities, but may provide oversight and direction to community service workers or volunteers, seasonal or temporary employees and co-workers as directed by the supervisor or designee. Work involves coordinating field activities, ensuring that projects are completed as scheduled, establishing work priorities, and fully participating in all field activities. May be exposed to extremes in temperature, chemicals, direct sunlight, dust, pollen, machinery or its moving parts, pesticides, insecticides, noxious fumes, and/or insect stings. May be required to wear protective clothing or equipment in the performance of duties.
Work is performed with considerable independence under the direction of a Lead or Supervisor. It is not anticipated that the Maintenance Technician II will be required to attend meetings during other than normal work hours; however, the employee may be called back to work before or after regularly scheduled work hours or on scheduled days off and will be required to participate in the weekend standby rotation. May be required to work overtime. All employees who are required to have and maintain a CDL are subject to Drug and Alcohol Testing as mandated by the Federal Omnibus Transportation Act of 1991.
Knowledge, Skills and Abilities
Knowledge of the methods, procedures, and equipment used in the repair and maintenance of Public Works assets in the area of assignment; occupational hazards and safety precautions applicable to Public Works projects; basic grounds keeping and equipment techniques; carpentry and flatwork; temporary traffic control applying MUTCD standards.
Knowledge specific to assignment in utility:
SCADA/Telemetry controls, programming, and troubleshooting, as well as electrical and pump controls maintenance and/or troubleshooting. Skilled in operating a variety of light and heavy equipment, including pick-up trucks, vac truck, lift truck, dump trucks, backhoes, excavators, manual and power tools, welding equipment, and other tools and equipment appropriate to given duty responsibility; communicating with and gaining the cooperation of co-workers, vendors, consultants, contractors, and the general public for the effective coordination of work and for resolving problems; and reviewing project plans. Ability to maintain records and prepare work reports; gauge project progress and recommend adjustments to meet deadlines or adapt to changing conditions in the field; meet required proficiencies to perform standby duty as determined by supervisor or designee; comprehend technical instructions and repair manuals; interact courteously and tactfully with the public; establish and maintain collaborative, effective working relationships with coworkers and the public; and take direction from management and react and/or act accordingly. Physical Requirements
The Maintenance Technician II must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to stand or walk for long periods of time, traverse rough terrain, work in or over water, work at heights or on scaffolding, and carry up to sixty (60) pounds. Job requirements may include the ability to climb up to one hundred (100) feet off the ground, bend, and/or work in tight or confined areas. Must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard. Minimum Requirements
High school diploma or GED is required. Three (3) years of experience at an equivalent level in area of assignment or performing skilled or semi-skilled labor comparable to one or more functions of municipal public works is required. Current, valid, unsuspended driver's license required upon hire. Out of state candidates are required to obtain a WA state driver's license in accordance with state law.
Washington State Traffic Control Flagger's certification is required within six (6) months of hire. First Aid/CPR certification is required within one (1) year. Class A commercial driver's license with tanker and airbrake endorsements is required within two (2) years.

Employees pay 10% of the cost of the monthly premium on the HealthFirst 250 or Kaiser 20/200 plans. The City pays the full cost of the high deductible plan options. Rates are available upon request. Medical insurance is effective the first of the month following date of hire provided at least 40 hours are worked in the month of hire.
Dental Insurance : Dental insurance for the employee and eligible family members is provided through the Teamsters Dental Plan A. The City pays 100% of dental insurance premiums. Dental benefits are effective the first of the second full month of employment as long as at least 40 hours were worked during the first month of employment (e.g. work 40 hours in June, benefits start August 1st).
Vision Insurance : Vision insurance for the employee and eligible family members is provided through the Teamsters Vision Plan. The City pays 100% of vision insurance premiums. Vision benefits are effective the first of the second full month of employment as long as at least 40 hours were worked during the first month of employment (i.e. work 40 hours in June, benefits start August 1st).
Life Insurance : $50,000 life insurance policy for the employee with AD&D. The employee has the option to purchase additional life insurance for themself and spouse/domestic partner.
HRA : The City of Port Orchard may pay into an HRA VEBA account, depending upon the insurance plan selected and the number of family members insured. The account is available to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment.
Vacation Leave: Vacation is earned at a rate of .0385 hours per regular paid straight time hour paid (equating to approximately 80 hours after one year of employment) for the first year of employment, with increases each year of additional employment. A maximum of 320 hours of vacation can be carried over from year to year.
Sick Leave : Employees earn .0462 hours of sick leave per regular paid straight time hour paid (equating to approximately 8 hours a month). A maximum of 960 hours may be carried over from one calendar year to the next.
Longevity pay : After completion of five years of employment, an employee is eligible to receive longevity pay which provides for an additional one-quarter of one percent (.25%) for each additional year of employment.
Education Incentive Pay : 1% for Associate's degree and 2% for Bachelor's degree for eligible public works employees.
Bilingual Incentive Pay: An employee who is fluent in Spanish, Tagalog, Korean, and/or American Sign Language is eligible to receive a 2% premium off their base pay.
