The State Water Resources Control Board’s Division of Drinking Water has an opening for a Water Resource Control Engineer in the Southeast California Section. The position is for the Mojave District, located in the San Bernardino office at: 464 W. 4th St., Rm 437, San Bernardino, CA 92401.

Join the Mojave District and immerse yourself in a dynamic role overseeing a diverse range of public water systems across San Bernardino, Inyo, and Mono counties. Under the close supervision of the Senior Water Resource Control Engineer, the Water Resource Control Engineer will play a key role in protecting public health by providing engineering and technical assistance on water quality, regulatory compliance, operational issues, water treatment, and drinking water infrastructure. Responsibilities include reviewing engineering plans and calculations, conducting field inspections and investigations, evaluating water quality issues, assisting with emergency response, and conducting enforcement activities to bring public water systems into compliance with State laws and regulations. The ideal candidate will possess strong engineering, analytical, and communication skills and be comfortable working both independently and in the field. Working in the Mojave District provides an opportunity to make a meaningful impact on the safety, reliability, and sustainability of drinking water systems throughout inland Southern California.

Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of and/or experience with drinking water regulations and practices in the design, plan review, inspection, permitting, compliance and report preparation related to drinking water treatment and distribution systems.
• Knowledge of and/or experience with enforcement and permitting.
• Knowledge of and/or experience with regulations and regulatory processes, including, but not limited to, public water system regulations, recycled water regulations, and Clean Water Act regulations.
• Effective communication skills (written and verbal), good interpersonal skills, the ability to effectively conduct field investigations, perform engineering evaluations, work independently, organize and set priorities on assignments, and meet deadlines.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using Arial font, 12-point size , and normal margins.

1. Describe your background and experience, if any, with water treatment practices and processes, drinking water distribution infrastructure, and tertiary or advanced treated recycled water use applications. Include specific duties, projects, engineering or regulatory experience.
2. Describe your knowledge of quality customer service principles and your ability to ensure accurate and timely responses. Include examples demonstrating communication skills, responsiveness, and problem-solving.
3. Describe your experience with business processes, streamlining work activities, organizational skills, and improving productivity.
4. Describe your ability to develop and maintain cooperative and collaborative relationships. Include examples involving teamwork, coordination with stakeholders, conflict resolution, or interagency collaboration.
5. Describe your experience applying detailed regulations, policies, and procedures. Include examples of interpreting or enforcing regulations, ensuring compliance, and preparing technical or regulatory documents.
6. Describe your experience with drinking water permitting and regulatory enforcement. Include examples of reviewing permit applications, technical reports, plans and specifications, or other regulatory documents, as well as communicating regulatory requirements and compliance expectations to public water systems or other regulated entities.
