Purchasing Manager

Overview UC Irvine Recruiting the Physical Sciences Purchasing Office seeks a Purchasing Manager to oversee all purchasing operations for the School of Physical Sciences, ensuring alignment with university policies, quality standards, and budgetary requirements. Responsibilities Management & Strategic Leadership: Independently manage the Purchasing Office, supervise staff, establish and improve purchasing procedures, coordinate relationships with campus units, advise on policies and represent on committees. 35% Procurement Operations & Compliance: Oversee purchase of research supplies and services, analyze requisitions, issue requests for quotations, negotiate terms, ensure compliance with federal and university policies, maintain purchasing data. 25% Purchasing Control & Vendor Management: Provide assistance to stakeholders, manage PO processes, monitor invoices, resolve discrepancies, evaluate vendors, maintain catalogs. 25% Staff Supervision & Training: Recruit, train, supervise staff, assign workloads, facilitate professional development, coordinate with Personnel Office. 15% Qualifications Required: Comprehensive knowledge of university purchasing and accounting policies, procedures, and compliance requirements. Thorough knowledge of federal and state contract and grant regulations, including UCC and FAR. Working knowledge of computerized financial and information systems such as Kuali and UCIBUY+. Knowledge of scientific and technical terminology relevant to research procurement. Knowledge of international shipping procedures and documentation. Excellent written and verbal communication skills for diverse audiences. Strong skills in organizing, analyzing, and reporting purchasing data and trends. Advanced project coordination and management skills. Proficiency in negotiating terms to achieve optimal outcomes. Skills in supervising, training, and developing procurement staff. Ability to independently manage a purchasing office. Demonstrated implementation of compliance programs such as Small Business First and Uniform Guidance. Ability to build relationships with internal departments, external vendors, and campus units. Proven ability to resolve invoice discrepancies and expedite supplier & accounts payable issues. Strong ethical and professional attitude. Bachelor's degree in related field or equivalent experience. 7-9 years of successful purchasing and office management experience, preferably in higher education research institution. Preferred: Professional purchasing certification. Compensation and Benefits Salary range: $88,000 – $106,400 annually.
