Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST, Position Description Number D0883P01 and is part of the NE G4, National Guard. Responsibilities As a SUPPLY MANAGEMENT SPECIALIST, GS-2003-11, duties include: --Formulates and implements the comprehensive logistics support plans, policies and logistics operations support, based on logistics data and requirements obtained from the Joint Force Headquarters (JFHQ) staff, units, USPFO, NGB and other organizations. --Develops, coordinates and implements policies, procedures and requirements for unit deployment, inter-service support agreements as approved by the USPFO, emergency support for civil authorities, training exercises support and environmental compliance. Ensures coordination between units, JFHQ staff, USPFO, NGB and other agencies on command logistics support requirements. Initiates equipment redistribution guidance. Responsible for operation of the logistics operations center to support JFHQ Emergency Operations Center for Federal and State missions. --Obtains data from the Unit Status Report and the Material Readiness Report to determine and improve logistics readiness. Consolidates all logistics readiness indicators to formulate an assessment of the command logistics readiness of the state. Develops the Equipment on Hand policy that directs the supply and services officer and (DOL) DCSLOG/G4 to initiate equipment redistribution actions within the command. --Develops, staffs and implements logistics plans for material fielding, mission support and mobilization. Receives input from the Surface Maintenance Manager (SMM) regarding the Mission Support Plans to support the material fielding plan. Develops command requirements for new equipment training. Analyzes, directs and provides command logistics guidance to support CTA/TDA/MTOE changes and turn-in of command excess equipment to the USPFO. --Serves as the Information Systems/Automation Security Officer, Physical Security Officer and Safety Officer for the directorate, providing technical oversight throughout the shops and activities of the program. --Updates Internal Management Control (IMC) Plan projecting 5 years into future for all DCSLOG/G4 branches or activities. Prepares the annual DCSLOG/G4 management controls statement of assurance. --Performs other duties as assigned. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Nebraska Army National Guard. Selectee will be required to wear the military uniform daily. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Compatibility requirements must be met prior to appointment to the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11: 1-year specialized experience equivalent to at least the next lower grade. Experience supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Education Undergraduate Education: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard. Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified. Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours.
