Senior Counsel Export Controls

Position Summary The Senior Counsel, Export Controls (U.S.) will serve as a legal subject matter expert on export controls, government contracting compliance, and cybersecurity requirements across the company’s U.S. operations. This attorney will play a critical role in ensuring compliance with the International Traffic in Arms Regulations (ITAR) and supporting the company’s alignment with Cybersecurity Maturity Model Certification (CMMC) requirements tied to U.S. government and defense‑related programs. The ideal candidate brings deep expertise in export controls, strong familiarity with DoD contracting environments, and the ability to translate complex regulatory and cybersecurity requirements into practical, risk‑based guidance for engineering, IT, supply chain, and business teams. Key Responsibilities Serve as primary legal counsel on ITAR matters, including classification, licensing, and jurisdictional determinations under the USML Provide legal and strategic guidance on CMMC requirements, including data protection, cybersecurity compliance, and handling of controlled technical data Advise cross‑functionally with engineering, IT, program management, and supply chain teams on export‑controlled technologies and secure data environments Draft, review, and negotiate export‑related agreements, including Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), and NDAs involving controlled technical data Support export licensing, reexports, and deemed exports under ITAR Liaise with the U.S. Department of State (DDTC) and support interactions with DoD stakeholders as needed Collaborate with compliance, IT, and security teams to strengthen technology control plans and data governance frameworks Oversee and support internal audits, investigations, and voluntary disclosures related to ITAR and export compliance Develop and deliver training to business units and leadership on ITAR, CMMC, and evolving regulatory requirements Monitor and interpret regulatory developments impacting the company’s controlled technologies and government‑facing programs Promote and model the company’s ICARE values—Integrity, Collaboration, Accountability, Respect, and Enthusiasm Qualifications Juris Doctor (JD) from an accredited U.S. law school Minimum 7+ years of experience advising on ITAR, export controls, and/or government contracts within a law firm, corporate legal department, or U.S. government agency Deep expertise in ITAR, including USML classification, licensing, and compliance program design Experience supporting or advising on CMMC, NIST frameworks, or cybersecurity compliance in a government contracting environment Demonstrated ability to partner cross‑functionally with engineering, IT, operations, and leadership teams Proven experience managing investigations, audits, and voluntary disclosures Strong communication skills with the ability to translate complex regulations into actionable business guidance U.S. citizenship or lawful permanent residency required to meet ITAR regulatory requirements Admission to at least one U.S. state bar, in good standing Preferred Qualifications Experience supporting defense contractors or DoD‑related programs Familiarity with DFARS and government contracting compliance requirements Experience in manufacturing, aerospace, defense, or advanced technology environments Strong analytical, leadership, and proactive problem‑solving capabilities #J-18808-Ljbffr Gateway Recruiting
