An Official website of the Commonwealth of Massachusetts Job Description - Continuum of Care Grants Coordinator (260004NZ) Job Title Continuum of Care Grants Coordinator (260004NZ) Agency Executive Office of Housing and Livable Communities (EOHLC) – Division of Housing Stabilization Job Overview The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth. The Program Coordinator II will function as a Continuum of Care Grants Coordinator for the Massachusetts Balance of State (BoS) Continuum of Care (CoC). The role provides operational oversight of subrecipient contracts, supports subrecipients in implementing funded projects, manages contract compliance, ensures subrecipient compliance with performance measures, HUD‑mandated HMIS reporting, Coordinated Entry participation, and HUD CoC regulations. The coordinator also provides application support for the annual BoS CoC grant application to HUD. Duties and Responsibilities (Not All Inclusive) Contract Management Work with homeless service providers and other DHS staff to execute timely and accurate contracts, renewals and amendments. Work with existing and potential contractors to develop new programs and/or expand existing programs. Data Management Ensure that all CoC‑funded contractors are active participants in the HUD‑required HMIS and that the data entered is at least 90% complete and accurate. Ensure that all CoC‑funded contractors are active participants in the HUD‑required Coordinated Entry System. Work with contractors to ensure timely and accurate invoices for eligible expenditures and meet federal documentation requirements. Performance & Compliance Work with CoC‑funded contractors to ensure they meet EOHLC and HUD performance requirements and provide coordinated, appropriate, and effective services. Work with the CoC Program Monitoring Officer to ensure contract compliance and provide technical assistance and corrective action plans when necessary. Other Investigate client complaints and intercede in resolution between providers and clients if needed in relation to contracts and projects. Preferred Qualifications Experience in program analysis, program management, program coordination, and/or program planning. Demonstrated proficiency in Microsoft Word and Excel. Ability to handle multiple priorities. Minimum Entrance Requirements Applicants must have at least three years of full‑time (or equivalent part‑time) professional, administrative or managerial experience in business administration, business management, or public administration involving program management, administration, coordination, planning or analysis. Substitutions: I. A bachelor’s degree in business administration, business management or public administration may substitute for up to two years of the required experience. II. A graduate degree in the same fields may substitute for the required experience. III. A bachelor’s or higher degree in another field may substitute for up to one year of the required experience. This position would be expected to follow a hybrid model of reporting combining in‑office and work‑from‑home days as needed. Benefits and Work Arrangement Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply within the appropriate salary range.
