About The Division The City of Phoenix Aviation Department is seeking a results-oriented professional to serve as the Concessions Business Manager within the Business and Properties Division at Phoenix Sky Harbor International Airport (PHX). The Aviation Business & Properties Division is comprised of four (4) section teams: (1) Airline & Agency Affairs; (2) Concessions; (3) Parking Services & Rental Car Center; and (4) Commercial Real Estate. This division is responsible for the management of the business relationship with airline tenants and aviation agency affairs, and revenue generation through the concessions program; airport parking facilities and rental cars; commercial property leasing and property management, and airport real estate land development. Collectively, these sections are responsible for a revenue portfolio totaling approximately $580 + million annually. About The Position The City of Phoenix Aviation Department is seeking a results-oriented professional to serve as the Aviation Commercial Properties Project Manager within the Business and Properties Division at Phoenix Sky Harbor International Airport. The position is responsible for development, execution, administrative and compliance oversight, and stakeholder management of the airport's Commercial Properties lease agreements managed by the Business and Properties Division. The Project Manager will have ownership of existing Commercial Properties lease agreements which includes meeting with tenants, inspecting tenant leased space, reviewing monthly sales reports, coordinating tenant work orders, coordinating tenant improvement projects, processing billing invoices, ensuring compliance with Certificate of Insurance requirements, processing agreement amendments, and overseeing compliance with lease agreements. The Project Manager will also research, develop, and recommend new revenue opportunities, which may include conducting industry benchmarking, developing revenue solicitation documents, creating, and executing revenue agreements, and collaborating with tenants and internal stakeholders to implement new services, amenities, and programs.

IDEAL CANDIDATE

Proficient in Microsoft Office 365. Familiar with SAP Enterprise software database. Strong understanding of FAA regulations, aviation business principles state statutes, and City ordinances. Ability to analyze problems, evaluate alternatives and make sound recommendations. Ability to accept responsibility, exercise good judgement, and work in a fast-paced environment. Ability to work outside and walk significant distances through airport terminals and vacant land. Ability to communicate with and work successfully with diverse group of customers, tenants, stakeholders, and co-workers at all levels of the organization. Excellent written and verbal communication skills, strong interpersonal and business skills, public speaking, and presentation skills. Demonstrated ability to develop and maintain effective working relationships with employees, business partners, tenants, customers, and representatives of governmental agencies. Knowledge of Federal, state, and local laws, rules and regulations, and policies related to the use and management of airport properties, airport land development and leasing of facilities; and airlines and airport operations.

SALARY

Pay Range: $82,056.00 to $133,660.80 annually. Hiring Range: $82,056.00 to $115,460.80 annually. Pay Range Explanation Pay range is the entire compensation range for the position classification. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit. For more details, visit: Unit 007 Benefits Minimum Qualifications Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes. Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted. Preferred Qualifications The minimum qualifications listed above, plus: Four years of directly related professional experience in aviation properties or airport real estate management; commercial real estate and property management; and/or commercial airline/general aviation tenant relations. One year of experience with/in: Managing the work of professional contractors. Tenant improvements and maintenance projects. Working with SAP Enterprise software, Legistar, and/or Microsoft 365. Using research methods, data and statistical analysis, and benchmarking to develop business decisions. Negotiating and executing ground leases, facility lease agreement , license agreement or use permits at an airport. Experience with contract procurement. Experience writing business reports, contracts, scope of work, creating presentations, and delivering to management. Advanced aviation training and/or Certification and/or Accreditation (AAE, CM, ACE).
