Description

Summary Under general supervision of the Jail Sergeant, responsible for supervising inmates of the Calumet County Correctional Facility assuring a safe and secure environment, while adhering to all applicable laws, policies, and procedures. Performs related duties as required.

Examples of Duties
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Maintains security of the jail in order to insure the safety and well-being of inmates and staff, according to all applicable laws, policies, and procedures. Keeps jail area clean and orderly.
Takes custody of, books, and releases inmates by performing the following tasks: fingerprints, photographs, searches, and inventories personal belongings; assigns and escorts inmates to cells or similar area; issues uniforms, bedding, personal products, and other supplies; ensures proper placement of inmates in facility; and releases inmates upon posting of bail, signing of signature bond, direction of an appropriate authority, or for work release purposes.
Maintains jail security. Makes periodic rounds and conducts security inspections and searches of inmates and inmates' quarters for contraband and any unauthorized/dangerous materials; and maintains surveillance of all inmates and jail activities through visual and audible devices. Enforces regulations and discipline policies related to the security and operation of the facility. Conducts inmate counts and ensures inmates do not escape facility.
Establishes and maintains continuing relationships with inmates watching for illegal activities or violations of jail regulations, unusual or suspicious behaviors, and signs of mental and physical illness.
Provides for medical, mental, or other attention necessary for the inmates' welfare, according to established policies and procedures. Dispenses inmate medication and keeps accurate records of such disbursements.
Performs duties to assist with the operation of the food service program, as needed, and supervises all inmate workers assigned to the kitchen. Supervises cleaning, laundry, and daily hygiene according to established schedules and procedures.
Responds to emergency situations according to office policies and procedures. May employ force to quell disturbances and maintain discipline. Takes precautionary steps to prevent transmission of communicable diseases.
Maintains Huber inmate compliance with Huber laws, rules, and policies by performing the following duties: checks in Huber inmates, verifies employment, conducts job site and home visits, manages the transfer of Huber inmates to or from other facilities, conducts random drug and alcohol testing, and deposits Huber funds.
Transports prisoners to and from facilities, courts, and medical/mental treatment facilities.
Monitors and operates all equipment and alarms located in the master control center. Administers Intoxilyzer test.
Directs visitors. Coordinates visits with family, friends, clergy, attorneys, and probation and parole personnel. May conduct jail tours.
Prepares and maintains proper and accurate records and reports. Collects and issues receipts for bail bonds and fine payments.
Responds to inquiries and complaints from the public.
Attends training and in-service, as required.

Supervisory Responsibilities
Ability to supervise the activities of adult inmates and deal with situations requiring tact, fairness, firmness, and good judgment.
Ability to supervise and assist with the immediate evacuation of inmates during emergencies.

Education and/or Experience
Graduation from high school supplemented with some course work beyond high school in police science, criminal justice, or related field; two (2) to three (3) years previous civil or military law enforcement work; or an equivalent combination of education and experience.
Language Skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of inmates, other professionals, and the general public.
Ability to work and communicate, verbally and in writing, with a wide variety of professionals, and prisoners from different cultural, economic, and social backgrounds.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to use and account for standard units of American money.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to perform all of the previously stated in the presence of potential provocation.
Ability to analyze emergency situations and to adopt quick, effective, reasonable courses of action to resolve such situations with minimal hazard to inmates and staff.
Computer Skills
To perform this job successfully, an individual should have knowledge of word processing software. Ability to enter, access and assess information using the County computer system.
Certificates, Licenses, Registrations
Possession of a valid Wisconsin Driver's License.
Certification in accordance with the requirements established by the State Law Enforcement Standards Board.
Other Skills and Abilities
Good knowledge of Wisconsin Statutes and rules and regulations relating to the care and commitment of prisoners and operation of the department; and ability to learn procedures governing proper maintenance and operation of the facility and constant working knowledge of status of inmates.
Knowledge of the proper operation of all communications and emergency equipment available to the facility.
Ability to use good judgment in accepting prisoners of various types, such as juveniles, injured parties, mentally or physically unfit, or intoxicated and physically violent.
Ability to handle prisoners and knowledge of techniques in inmate control and precautionary measures in escorting and supervising inmates.
Ability to establish and maintain effective working relations with other employees, County officials and officers, and the general public.
Ability to deal firmly with potentially dangerous persons and yet maintain a degree of empathy for and an awareness of their personal needs.
Ability to maintain security and confidentiality according to department policy.

While performing the duties of this job, the employee is regularly required to sit and talk or listen. The employee is frequently required to walk, stand or stoop; use hands to finger, handle, or feel; and reach with hands and arms. The employee must frequently lift and/or move up to 25 pounds and occasionally engage in extreme physical effort including lifting and/or moving in excess of 100 pounds. Ability to exert sufficient physical force to control, subdue or restrain an individual and protect one's own safety and the safety of others.
Ability to recognize and identify harmonious or contrasting combinations of, as well as recognize individual characteristics of colors, forms, sounds, odors, textures etc. associated with objects, materials, and ingredients.
Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception.
The employee may be required to use weapons or objects to defend themselves or others.
The employee will be required to wear a Self-Contained Breathing Apparatus (SCBA) when evacuating inmates during a fire emergency.

While performing the duties of this job, the employee is occasionally exposed to potentially unsafe and uncomfortable conditions including odors, toxic substances, violence, noise, and disease. Ability to endure verbal and mental abuse from working in an antagonistic environment.
The noise level in the work environment is usually moderate.
The benefits listed below represent an employee who works full-time (100%). Regular part-time employees working half time or more per week shall receive fringe benefits on a prorated basis.
1. PTO. (Paid Time Off). Calumet County's PTO Plan combines vacation, sick leave, and bereavement leave into a single leave plan - PTO. Newly hired full-time employees will be credited with six (6) days of PTO immediately upon hire. Employees will immediately accrue PTO upon hire. The accrual will be based on the employee's length of service with the County. PTO may be carried over from year to year provided the balance does not exceed the maximum allowable amount.

2. ELB. (Extended Leave Bank). The Extended Leave Bank is a bank of time separate from PTO that is intended for use in situations where the employee is absent from work due to medical necessity lasting more than three (3) days, or for events qualifying under the Family and Medical Leave Act (FMLA).

3. Holidays. You will be credited with ten (10) holidays: New Year's Day, Friday before Easter, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day After Thanksgiving, the Day Before Christmas Day, Christmas Day, and the Day Before New Year's Day.


4. Insurance. Employees eligible to participate in a High Deductible HMO Health Insurance Plan. The County pays eighty-eight (88%) percent of the single or family premium for full time employees who complete the Wellness Program criteria. To assist in meeting deductibles, the County will also contribute, to an HSA, for eligible employees. Dental and Vision Insurance is also available.


5. PEHP. (Post Employment Health Plan). The County provides a PEHP for regular full-time and eligible regular part-time non-represented employees. The PEHP is a multi-employer trust (IRS Code 501(c)(9)). The plan allows for a tax-free pre-funding of post employment medical expenses. The County contributes a biweekly flat dollar amount per employee. Contributions will be allocated to the universal reimbursement sub-account.


6. Life Insurance. The County provides a life insurance policy equal to the estimated calendar year earnings of the position, with the County paying the premium. Additional units of insurance are also available along with spouse and dependent coverage, with the employee paying the full premium.


7. Disability Insurance. Long-term disability insurance is available, with the employee paying the full premium.

8. Retirement Plan. The County provides a pension plan through the Wisconsin Retirement System. The County pays 50% of the actuarially required WRS contributions for general employees.

9. Section 125 Flexible Spending Program. The County provides a Section 125 Flexible Benefits Program wherein you may set aside pre-tax dollars to use for expenses not covered by insurance or for dependent care expenses.

10. Deferred Compensation Program. The County provides a Section 457 Deferred Compensation Program wherein pre-tax dollars can be deposited in an investment of your choice through providers used by the County.

11. Social Security Program. The County provides Social Security and Medicare contributions.
