Finance ManagerWork with the Chief Financial Officer toward managing the operation of all financial and business affairs of the district, including accounting, payroll, purchasing, risk management, and tax collection.QualificationsBachelor's degree or combination of college education and experienceAdvanced technical knowledge of school finance, budgeting, accounting systems, and economicsWorking knowledge of financial applications and accountingAbility to implement policy and proceduresKnowledge of and the ability to follow mandates established by federal and state law, State Board of Education rule, and local board policy in the area of business operationsAbility to interpret dataAbility to manage budget and personnelStrong communication, public relations, and interpersonal skillsAbility to use a personal computer and software to develop spreadsheets, perform data analysis, and do word processingAbility to coordinate district functionsThree years school business management or public organization experience preferredMajor Responsibilities and DutiesFiscal ManagementEvaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenancePerform various auditing programs for district funds and work with Chief Financial Officer in assisting the district's independent and internal auditors in conducting the annual or periodic auditPerform monthly bank reconciliationsPrepare and enter all budget adjustments, additions, and deletionsOversee the review and approval of all purchase orders and check requests, and maintain control of budget by verifying availability of fundsAssist in the preparation of the budgetWork with district personnel to project energy needs, capital equipment needs, and other cost items for district and individual school improvementProvide leadership to achieve cost-effective practices throughout the districtWork with administrative and campus leaders to ensure understanding of budget and expenditure practicesMaintain Business Office websitePolicy, Reports, and LawWork with campus staff to ensure compliance with policies established by federal and state law, State Board of Education rule, and local board policy in area of business operationsWork with Chief Financial Officer and other staff members to prepare and evaluate monthly financial statements and related budget reportsDevelop semi-annual financial information for submission of data to TEAWork with Chief Financial Officer and other staff members as necessary to prepare quarterly and final reports for all federal or grant fundsPurchasing and InventoryMaintain accurate and current computerized inventory records of the district's fixed and movable assetsOrganize and conduct sales to dispose of surplus and salvage equipmentManage the preparation of bids and bid specificationsReceive and open bids; tabulate results and prepare written recommendationsDemonstrate regular and prompt attendanceOther duties as assignedEquipment Used: Computer, printer, copier, scanner, fax machine, telephone, and calculator
