Koniag Advisory Business Solutions (KABS) is seeking an Engineering Technician I to support the Indian Health Service (IHS) Division of Sanitation Facilities Construction. The position supports the planning, coordination, inspection, and documentation of water, wastewater, and related sanitation construction projects serving Native American communities throughout the Oklahoma IHS service area. The primary base of operations is located in Pawnee, OK.
- Coordinate site visits and evaluate applicant properties to determine water, wastewater, and sanitation facility needs.
- Prepare drawings, site information, and bid/quote request materials for construction projects.
- Coordinate construction schedules among contractors, applicants, tribal representatives, utilities, and IHS personnel.
- Inspect construction activities, materials, and workmanship for compliance with IHS specifications and applicable Oklahoma environmental requirements.
- Monitor construction progress, identify issues, document findings, and communicate concerns to the IHS Project Engineer.
- Conduct site surveys, collect measurements, evaluate elevations and grades, and assist with construction stakeout and surveying activities.
- Prepare and update proposed and as-built drawings using computer-aided drafting software.
- Coordinate with Rural Water Districts, utilities, and tribal authorities regarding service connections, easements, project documents, and construction activities.
- Conduct homeowner training on the operation and maintenance of newly installed sanitation facilities.
- Maintain accurate daily logs, site photographs, project records, electronic homeowner files, and information in the IHS SERVICE REQUEST database.
- Provide daily, weekly, and monthly project information and progress updates as required.
- Perform other duties within the scope of the Engineering Technician I role.
- This is a field-oriented position with frequent travel throughout the Oklahoma service area.
- Work includes driving to project sites, walking over rough terrain, working around active construction areas, and inspecting water and wastewater facilities.
- You will be working in hot and cold environments depending upon the season and weather.
- The IHS provides local office space in Pawnee, Oklahoma, along with necessary government equipment and supplies. A government vehicle may be available after successful completion of required training.
- Experience supporting construction, civil engineering, environmental health, utilities, water/wastewater, or infrastructure projects.
- Ability to read plans, specifications, drawings, and construction documentation.
- Familiarity with surveying equipment and basic construction measurements.
- Experience with CAD or similar drafting software.
- Strong organizational, recordkeeping, and written communication skills.
- Ability to coordinate effectively with contractors, homeowners, tribal representatives, utilities, and engineering personnel.
- Comfortable working independently in the field while maintaining regular communication with the IHS Project Engineer.
- Must be able to safely perform field work in remote, rural, and undeveloped locations, including situations where work may be performed independently and immediate assistance may not be readily available.
- Must be able to drive for extended periods and travel to construction sites, residences, utility locations, and other field locations throughout the assigned service area.
- Must be able to walk over uneven, muddy, rocky, steep, or otherwise difficult terrain and safely enter and move through active construction areas.
- Must be able to bend, stoop, kneel, crouch, climb, reach, and maneuver in restrictive or confined work areas as required to inspect construction and utility installations.
- Must be able to lift, carry, push, or move more than 50 pounds when necessary to perform field duties.
- Must possess sufficient hearing and corrected vision to safely observe construction activities, identify hazards, read plans and measurements, communicate with others, and respond to warning signals, vehicles, equipment, and changing site conditions.
- Must be able to work outdoors for extended periods in hot, cold, windy, wet, dusty, and other adverse weather conditions, including seasonal temperature extremes.
- Must be comfortable working around construction equipment, excavations, trenches, water and wastewater facilities, utilities, tools, vehicles, and other potential job-site hazards.
- Must follow all applicable OSHA requirements, IHS safety policies, site-specific safety procedures, and hazard-control practices, including the proper use of required personal protective equipment (PPE).
- Must be able to recognize unsafe conditions, exercise sound judgment, stop or avoid work when conditions present an unacceptable risk, and promptly report safety concerns, incidents, injuries, or near misses.
- Must follow applicable procedures for hazard communication, fall protection, excavation/trenching safety, electrical hazards, vehicle safety, heat and cold stress, and other field-specific risks as required by the work being performed.
- Must maintain reliable communication while working in the field and comply with established check-in, emergency response, and lone-worker procedures when working in isolated locations.
- Must be able to perform duties safely with limited direct supervision while maintaining awareness of surroundings, weather, terrain, wildlife, traffic, equipment, and other environmental hazards.
- Must complete required safety training and use government- or company-provided safety equipment in accordance with applicable policies and procedures.
- The successful candidate should be organized, dependable, and comfortable managing schedules, coordinating multiple construction activities, and working with limited day-to-day supervision.
- The role requires good judgment, attention to detail, and the ability to communicate clearly when project conditions, schedules, or construction issues change.
