Description The Civil & Environmental Engineering (CEE) Business Line Lead (BLL) is responsible for the strategic growth, financial performance, market positioning, and long‑term success of the Civil & Environmental Engineering Business Line. The BLL partners with the Technical Service Leader (TSL) to align technical excellence in civil engineering, water resources, solid waste and resource recovery, decommissioning and demolition, and environmental infrastructure development with national market growth objectives. Collaborating closely with Regional Office leadership, Global Practice leadership, Environmental Services leadership, and market leaders, the BLL drives business strategy, resource forecasting, digital transformation investments, and growth initiatives. The BLL serves as the primary point of contact between the business line and the National Sales Team, including Business Development Managers. Financial Performance & Accountability Drive Business Performance Oversee sales, revenue, gross margin, backlog, and utilization metrics for the CEE Business Line. Monitor business performance across civil engineering, water resources, solid waste and resource recovery, decommissioning and demolition, and environmental infrastructure services. Establish annual performance targets and measure progress against strategic business objectives. Strategic Business Planning Develop annual business plans and growth strategies aligned with Environmental Services and corporate objectives. Identify opportunities to expand CEE services within existing and emerging infrastructure markets. Evaluate investments that strengthen market competitiveness and long‑term business performance. Delivery Efficiency Identify and implement initiatives that improve profitability, scalability, and operational efficiency. Support investments in digital engineering, automation, AI‑enabled workflows, and modern delivery methods that enhance business performance. Advance scalable delivery models that leverage technology, standardized processes, and global delivery resources where appropriate. Market Strategy & Business Development National Growth Strategy Develop and execute national growth strategies focused on: Electric Transmission Renewable Energy Power Generation Water Infrastructure Transportation Aviation Manufacturing & Industrial Development Mission Critical / Data Centers Federal and Public Sector Programs Major Pursuits & Capture Planning Lead strategic pursuits involving complex environmental infrastructure, water resources, solid waste, and civil engineering programs. Partner with Regional Offices, Global Practices, Construction, and other Environmental Services Business Lines to identify and position Burns & McDonnell for transformational infrastructure programs. Position Environmental Services engineering capabilities early in the project lifecycle to create downstream opportunities for engineering, EPC, Design‑Build, and construction services. Provide executive‑level client engagement and capture planning support for key opportunities. Innovative Service Offerings Champion commercialization and market adoption of innovative CEE service offerings. Support development of technology‑enabled solutions that improve client outcomes and differentiate Burns & McDonnell in the marketplace. Promote integrated environmental infrastructure solutions that combine planning, engineering, permitting, compliance, and construction execution. Recruiting & Workforce Planning Workforce Forecasting Collaborate with TSLs and Regional Offices to forecast workforce demand and secure resources necessary to achieve business‑line growth objectives. Identify future business capabilities and staffing requirements needed to support evolving market opportunities. Support strategic workforce planning aligned with long‑term business objectives. Succession Planning Support development of succession plans and leadership pipelines that sustain long‑term business growth. Advocate for strategic hiring investments aligned with business objectives. Partner with Regional Office leadership on recruitment and retention strategies. Utilization & Resource Management Cross‑Regional Staffing Monitor national utilization and capacity across the business line. Drive collaboration across regional offices to balance workloads and maximize resource effectiveness. Promote resource sharing and integrated project delivery across disciplines and offices. Resource Optimization Establish utilization targets and business objectives that support efficient project delivery. Promote scalable resource deployment strategies that support growth while maintaining profitability. Support integration of global delivery resources where appropriate. National Business Line Leadership Unified Objectives Align CEE teams around common business objectives, growth strategies, and a One‑Team culture. Promote collaboration across offices and disciplines to support national business‑line success. Foster strong partnerships with other Environmental Services and Engineering business lines. Strategic Alignment Provide strategic direction regarding future service offerings, investment priorities, and market opportunities. Partner with TSLs to ensure technical delivery practices support business objectives and client expectations. Align business‑line priorities with broader Burns & McDonnell growth initiatives. Client Relationships & Industry Presence Strategic Relationships Build executive‑level client relationships across infrastructure, industrial, utility, municipal, energy, and federal markets. Position Burns & McDonnell as a trusted advisor in environmental infrastructure planning, civil engineering, water resources, resiliency, solid waste management, and decommissioning strategies. Develop client strategies that position Burns & McDonnell early in the project lifecycle, creating opportunities for subsequent engineering, EPC, Design‑Build, and construction services. Industry Leadership Represent Burns & McDonnell through leadership roles in relevant professional organizations, industry conferences, client advisory groups, and strategic partnerships supporting civil engineering, environmental infrastructure, water resources, solid waste, and sustainable infrastructure. Strengthen the firm’s visibility and influence through active participation in organizations such as the American Society of Civil Engineers (ASCE), Water Environment Federation (WEF), American Water Works Association (AWWA), Solid Waste Association of North America (SWANA), American Public Works Association (APWA), Society of American Military Engineers (SAME), and other organizations aligned with Burns & McDonnell's strategic markets. Brand Advancement Advance Burns & McDonnell's position as a premier provider of integrated environmental infrastructure solutions. Promote an Engineer–Procure–Construct (EPC) mindset by strategically positioning CEE services at the earliest stages of project development, creating opportunities for downstream engineering, EPC, Design‑Build, and construction execution. Champion integrated delivery solutions that combine planning, engineering, permitting, environmental compliance, and construction to maximize value for clients and strengthen Burns & McDonnell’s competitive position. Leadership Development Mentorship & Succession Mentor future business leaders, project managers, and seller‑doers within the CEE Business Line. Support succession planning for key business leadership positions. Foster leadership development opportunities that strengthen the long‑term health of the organization. Qualifications Bachelor Degree in engineering, construction management or related degree from accredited program and 17 years applicable experience required. 15 years of experience in civil engineering, environmental engineering, water resources, solid waste, environmental infrastructure, construction, or related consulting and engineering services preferred. Prior experience on construction project sites or executing program management in the industries of aviation, commercial, energy, government, manufacturing, oil & gas, process, transmission & distribution, or water is preferred. Demonstrated success in business development, client management, strategic planning, and organizational leadership preferred. Strong financial acumen, strategic planning capabilities, and communication skills. Experience leading multidisciplinary teams and supporting large infrastructure programs. Familiarity with modern delivery approaches, digital engineering tools, AI‑enabled workflows, and integrated project delivery models preferred. Proven ability to develop strategic client relationships and drive sustained business growth preferred. Excellent written and verbal communication skills. Strong analytical and problem‑solving skills, and attention to detail. Ability to thrive in a fast‑paced, demanding work environment, ability to work overtime on short notice. Excellent computer skills and proficiency using Microsoft Office. Ability to work collaboratively with others (owners, contractors, engineers, designers) in a multi‑disciplined project team environment to resolve design or drawing issues as appropriate and to accomplish objectives. Strong experience with document control, scheduling, cost control and project management software. Compensation $200,000.00-330,000.00 Yearly The expected compensation range for this position is displayed in compliance with all local/state regulations. The expected compensation range for this position is based on a number of factors, including but not limited to: individual education, qualifications, prior work experience and work location. The total annual compensation package will consist of a base salary and eligibility to participate in our discretionary year‑end incentive bonus program.
