If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.As the Accounts Payable Unit Supervisor, the incumbent in this position formulates, maintains, and administers the Department of Human Services' (DHS) purchasing and payment functions. The position supervises the Financial Operations Division (FOD) Accounts Payable Unit assuring that: departmental obligations are promptly encumbered, paid and recorded in SWIFT; DHS accounts are accurately charged and allotted and encumbered funds are available and reserved for obligations; and that state and federal purchasing, travel, and payment policies are adhered to. The incumbent will also perform audits of payments to ensure quality assurance, monitor unit performance and develop/maintain metrics to report on.Responsibilities include but may not be limited to:Exercise supervisory authority so that applicable labor agreements and plans are equitably administered, and employees effectively perform assigned job duties to achieve the annual objectives of the section.Lead DHS and MNsure SWIFT purchasing, encumbering and vendor payment functions assuring that departmental obligations are promptly, accurately, and efficiently paid and that internal controls are in place to identify areas of weakness.Develop, write, and maintain agencywide policies and internal procedures related to purchasing, encumbering, and payment processes, including training department staff to ensure obligations are promptly, accurately and efficiently paid.Interface Warrant Print (IWP) application/product owner. Utilize technology to automate DHS purchasing and payment functions, maintain audit trails, and provide data for reporting to maximize operational efficiencies.Manage and coordinate the unclaimed property review process to determine which outstanding warrants are still valid and if payment should be reissued or if funds should be forwarded to Unclaimed Property at Department of Commerce.Supervise and maintain DHS Imprest Cash controls, policies, procedures and reporting.Coordinate the annual and quarterly encumbrance certifications and closing of open purchase orders as required by MMB's established schedule.Supervise and maintain the FOD Accounts Payable Unit Document Retention (EDMS/ICN) scanning policies, procedures, controls and structure.All DHS Leaders are expected to demonstrate and develop the five (5) competency themes from the Enterprise-wide Leader Competency Model:Leading SelfLeading OthersLeading the OrganizationLeading Outside the OrganizationGetting Work DoneMinimum QualificationsDemonstrated leadership experience**Leadership experience can include:Experience as a supervisor, lead worker, team lead, project lead;Completion of a State of Minnesota leadership program (e.g. ELI, L4);A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:1+ year of experience identifying issues, goals and strategic actions100+ hours per year time commitmentANDThree (3) years of experience in accounting.
