JOB DESCRIPTION: Position Summary The Clinical Manager, Youth & Family provides clinical and operational leadership for assigned youth and family behavioral health programs, including Community Action Treatment (CAT) programs and other intensive community-based services. This position is responsible for ensuring services are person- and family-centered, clinically appropriate, evidence-based, trauma-informed, and delivered in accordance with program, contractual, regulatory, and organizational requirements. The Clinical Manager provides leadership and support to program supervisors and clinical staff; monitors clinical quality, access, productivity, census, outcomes, and program performance; and works collaboratively with the Director of Youth & Family Services and other leaders to strengthen service delivery across the youth and family continuum. This position supports interdisciplinary teams serving children, adolescents, young adults, and families with complex behavioral health needs and works to ensure individuals receive the appropriate intensity of services while maintaining connection to their families, schools, communities, and natural support systems whenever possible. Essential Duties and Responsibilities Provides clinical and operational oversight for assigned Youth & Family programs, including Community Action Treatment (CAT) teams and other intensive community-based behavioral health services. Provides leadership, consultation, coaching, and support to program supervisors and clinical staff to promote consistent clinical practice and effective program operations. Ensures services are delivered in accordance with applicable clinical standards, evidence-based practices, Florida requirements, funding source expectations, contracts, accreditation standards, and organizational policies and procedures. Monitors program census, referrals, admissions, discharges, caseloads, productivity, service utilization, access, documentation, and clinical outcomes and works with program supervisors to address identified barriers or performance concerns. Supports CAT teams in maintaining an intensive, multidisciplinary, community-based approach designed to stabilize youth and families, improve functioning, and reduce unnecessary utilization of higher levels of care. Promotes person- and family-centered treatment planning that incorporates youth and family strengths, preferences, culture, natural supports, social drivers of health, educational needs, and recovery/resiliency goals. Provides clinical consultation and oversight for complex and high-risk cases, including youth experiencing significant behavioral health symptoms, suicidality, family instability, involvement with multiple systems, or risk of hospitalization or other higher levels of care. Ensures appropriate risk assessment, safety planning, crisis planning, transition planning, and clinical follow-up are incorporated into service delivery. Promotes active family and caregiver engagement throughout assessment, treatment planning, service delivery, transition, and discharge whenever clinically appropriate. Supports coordination across the youth-serving system, including schools, child welfare, juvenile justice, primary care, hospitals, crisis providers, community organizations, and other behavioral health providers. Works with program supervisors to ensure effective interdisciplinary team functioning and coordination among therapists, case managers, psychiatric providers, nurses, peers, mentors, and other team members as applicable to program design. Ensures appropriate clinical supervision is available and provided in accordance with organizational, professional, contractual, and regulatory requirements. Participates in recruitment, interviewing, onboarding, training, staff development, performance management, and retention efforts for assigned programs. Supports supervisors in establishing clear performance expectations and addressing staff performance, competency, documentation, productivity, or clinical practice concerns. Identifies workforce development needs and coordinates training related to evidence-based practices, trauma-informed care, suicide prevention, crisis intervention, family engagement, clinical documentation, youth development, co-occurring disorders, and other identified program needs. Reviews clinical documentation and program records and supports routine quality assurance activities to ensure documentation demonstrates medical necessity, appropriate service delivery, treatment progress, and compliance with applicable requirements. Collaborates with Quality, Compliance, Finance, Revenue Cycle, Human Resources, and others to address program needs and improve performance. Monitors program and contract performance indicators and works with supervisors and leadership to develop and implement corrective or performance improvement strategies when targets are not achieved. Uses clinical, operational, financial, workforce, and quality data to identify trends, evaluate program effectiveness, and support continuous quality improvement. Supports appropriate utilization of services and assists teams in evaluating whether individuals are receiving the appropriate level and intensity of care. Promotes timely transitions and continuity of care when youth enter, move between, or discharge from services, including coordination with outpatient and other community-based programs. Develops and maintains collaborative relationships with community stakeholders and referral partners to improve access, coordination, and continuity of services for children and families. Participates in program development, evaluation, strategic planning, and implementation of new or enhanced Youth & Family services. Works collaboratively with the Director of Youth & Family Services to evaluate program performance, staffing needs, service capacity, community needs, and opportunities for growth or improvement. Provides direct clinical services or clinical consultation when necessary to support program operations and continuity of care, consistent with qualifications, licensure, and scope of practice. Supervisory Responsibilities This position has supervisory responsibilities, which may include direct supervision of program supervisors, clinical staff, and other assigned team members. Responsibilities may include providing direction, clinical and administrative supervision, training, coaching, performance feedback, staff development, performance evaluation, and corrective action in accordance with system policies. The Clinical Manager is responsible for developing the leadership capability of assigned supervisors and supporting consistent management practices across Youth & Family programs. Knowledge, Skills, and Abilities Comprehensive knowledge of child, adolescent, and family behavioral health principles and practices. Knowledge of serious emotional disturbance, trauma, substance use, co-occurring disorders, suicide risk, crisis intervention, and other complex behavioral health needs affecting youth and families. Knowledge of intensive community-based and team-based behavioral health service models. Knowledge of person- and family-centered, strengths-based, trauma-informed, and recovery/resiliency-oriented care. Ability to provide clinical leadership and consultation regarding complex and high-risk cases. Ability to supervise, coach, mentor, and develop clinical and operational leaders and staff. Strong understanding of clinical documentation, medical necessity, treatment planning, quality assurance, and regulatory compliance. Ability to analyze clinical, operational, quality, workforce, and financial performance information and develop appropriate improvement strategies. Strong problem-solving, planning, organization, and decision-making skills. Ability to establish and maintain effective relationships with youth, families, staff, community partners, schools, child welfare, juvenile justice, healthcare providers, and other stakeholders. Ability to communicate effectively through written, verbal, in-person, and virtual methods. Ability to manage multiple programs, priorities, and competing demands in a complex behavioral healthcare environment. Minimum Qualifications Education Master's degree in Social Work, Mental Health Counseling, Marriage and Family Therapy, Psychology, or another clinically related behavioral health field required. Experience Minimum of three years of progressively responsible behavioral health experience providing services to children, adolescents, and families. Experience providing clinical supervision, program supervision, or leadership within a behavioral health setting required. Experience with intensive community-based services, CAT programs, crisis services, or services for youth with serious emotional disturbance strongly preferred. Preferred Qualifications Florida clinical licensure as an LCSW, LMHC, or LMFT, or Registered Clinical Social Work Intern, Registered Mental Health Counselor Intern, or Registered Marriage and Family Therapist Intern status, is strongly preferred but not required. Experience providing leadership or clinical oversight for Florida Community Action Treatment (CAT) programs. Experience supervising multidisciplinary teams serving youth with serious emotional disturbance and complex behavioral health needs. Experience working with child welfare, juvenile justice, schools, crisis systems, and other child-serving systems. Experience with Medicaid-funded and publicly funded behavioral health programs. Experience monitoring contractual performance measures, fidelity expectations, quality indicators, census, utilization, and financial performance. Qualified Supervisor status in Florida, as applicable to professional discipline. Experience implementing evidence-based and evidence-informed practices for children, adolescents, and families. Licenses and Certifications Must meet applicable requirements to provide clinical supervision based on professional discipline and assigned staff. Valid Florida driver's license with a safe driving record when driving is required for the position. Physical and Work Environment Requirements Work is performed in office, clinical, community-based, school, home, and other environments depending on program assignment. The position may involve routine use of office, clinical, or electronic systems and equipment and may require travel between program locations and community settings. Duties may require prolonged periods of sitting, standing, walking, and working at a computer. Work hours may include evenings, weekends, holidays, on-call consultation, or extended hours based on program and client needs. This position is classified as sedentary work. Sedentary work involves exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Program and State-Specific Requirements For Community Action Treatment programs, the Clinical Manager is responsible for supporting program leadership in maintaining compliance with applicable Florida CAT program requirements, contractual performance expectations, staffing requirements, documentation standards, service intensity expectations, and required outcome measures. The position must maintain knowledge of applicable Florida Medicaid, Department of Children and Families, Managing Entity, accreditation, and organizational requirements relevant to assigned Youth & Family programs.
