Administrative and Logistics Security Specialist Manager (ALSSM) - WPS III (Iraq)

Responsibilities

• Responsible for planning, scheduling, organizing, managing, and assessing the performance of all ALSS, LS, and Security Program Assistant (SPA) personnel assigned on the TO.
• Ensuring ALSSs execute their responsibilities efficiently and effectively.
• Ensuring on‑time delivery of support materials (property, supplies, and equipment).
• Performing managerial logistical functions, including periodic and scheduled reports.
• Preparing and maintaining property, maintenance, and operational records.
• Managing, overseeing, and implementing supply, receiving, marking, warehousing, and storage efforts as defined in WPS III IDIQ, Section C.
• Managing a comprehensive administrative program to support TO operations, including payroll and time‑sheet maintenance.
• Ensuring shipments and receipt of equipment and materials for the TO are properly documented and follow customs procedures.
• Maintaining strict accountability of equipment, supplies, spare parts, etc., using a computerized file and accounting system.
• Coordinating with the Contractor’s corporate office for all business‑related transactions under the WPSIII contract.
• Ensuring all goods and services procured in support of WPSIII TOs are purchased and paid for in accordance with applicable Department regulations.
• Supporting coordination of Contractor personnel movement into and out of the country for both official and personal travel (excluding travel arrangements).
• Acting as liaison with host‑government agencies for visas, customs clearances, and other government authorizations.
• Preparing written deliverables for submission to DS/RSO, including reports, spreadsheets, memos, and summaries.
• Overseeing and scheduling vehicles supporting protective and guard operations.
• Carrying out vehicle procurement, receiving, shipping, maintenance scheduling/tracking, repairs scheduling/tracking, fuel logs, dispatch records, transfers, and maintaining active records on all protective‑operations vehicles (armored or unarmored).
• Assisting with planning, development, and implementation of a comprehensive administrative program.

Qualifications

• Must be a U.S. citizen/TCN/LN as specified in the TO.
• Must demonstrate Level3 English language proficiency.
• Must possess at least a Bachelor’s degree in logistics/supply chain management or a current Certified Professional Property Administrator certification.
• Minimum of six (6) years of experience in administrative and logistical support management.
• Minimum of three (3) years of experience in property management, with demonstrable experience in at least four (4) of the following areas:
  • Acquisition Audits Control (ownership, responsibility, and accountability)
  • Disposition and retirement
  • Movement and transfers
  • Inventory property accounting
  • Receiving records and reporting
• Minimum of two (2) years of experience in a supervisory capacity.
• Minimum of two (2) years of experience in overseas procurement and logistics management.
• Proficiency in Microsoft Word, Excel, Outlook, and sufficient computer skills to manage electronic files and an electronic record‑keeping system.
• Attendance and successful completion of the supervisory course as specified in WPSIII IDIQ, Attachment1, Position Descriptions, Section1.2.C.
• Upon bio approval and before beginning work, the ALSSM shall attend and complete the NPSS training course as outlined in WPSIII IDIQ, Attachment2, Training.
• Must obtain and maintain a Personnel Security Clearance/Public Trust determination, or RSO Vetting Approval as identified in the TO.
• Must obtain and maintain access to and competence with the ILMS and Secure ILMS applications, including mandatory initial training and periodic refresher training.
• Must possess the ability to lift and move equipment weighing up to fifty (50) pounds.
• Must have no impediments to traveling overseas to and within countries considered dangerous or unhealthy in general, or to the country or countries assigned in the applicable TO.
