Marine Estimator – Direct-Hire Opportunity

Phoenix Labor Group is conducting a direct-hire search for an experienced Marine Estimator in North Kingstown, Rhode Island.

This is a senior-level marine-industry position. Applicants without the required commercial marine, shipbuilding, ship-repair, or related estimating experience will not be considered.

Position Overview

The Marine Estimator will prepare, analyze, and complete shipyard bids and proposals for new vessel construction and conversion projects. This position develops detailed cost estimates, labor forecasts, material take-offs, subcontractor pricing, and production plans to support competitive and profitable project execution.

The selected candidate will collaborate with engineering, production, purchasing, project management, and executive leadership to evaluate opportunities and support new business development.

Key Responsibilities

• Review customer specifications, drawings, contracts, and technical requirements.
• Develop detailed labor, material, equipment, and subcontractor cost estimates.
• Prepare bid summaries, proposals, and customer submittals.
• Create work breakdown structures and itemized scopes of work.
• Develop labor forecasts, productivity assumptions, budgets, and schedule estimates.
• Solicit and evaluate vendor and subcontractor quotations.
• Compare subcontractor pricing with internal production costs.
• Identify long-lead materials and assist with procurement strategies.
• Prepare pricing for contract modifications and change orders.
• Participate in bid/no-bid evaluations and project risk assessments.
• Work with production and project management to develop execution plans.
• Conduct estimate-turnover meetings following contract awards.
• Use historical cost and production data to improve estimating accuracy.
• Evaluate financial, regulatory, bonding, insurance, and contractual requirements.

Required Qualifications

• Minimum of 5-10 years of commercial marine, shipbuilding, ship-repair, or related estimating experience.
• Demonstrated experience preparing detailed marine bids, proposals, and cost estimates.
• Ability to read and interpret vessel drawings, specifications, technical documents, and contracts.
• Strong understanding of shipyard production processes and vessel-construction methods.
• Knowledge of marine vessel systems, structural fabrication, and outfitting.
• Working knowledge of U.S. Coast Guard, ABS, and other applicable marine regulatory requirements.
• Experience with labor forecasting, material take-offs, vendor quotations, and subcontractor pricing.
• Strong analytical, organizational, communication, and problem-solving skills.
• Ability to manage multiple bids, deadlines, and priorities simultaneously.
• Proficiency with Microsoft Excel, Word, Outlook, and Project.

Preferred Qualifications

• Associate or bachelor’s degree in Marine Engineering, Naval Architecture, Engineering, Construction Management, Business, or a related field.
• AutoCAD experience.
• Experience with commercial-vessel construction, passenger ferries, tugboats, or barges.
• Experience with government or federally funded marine projects.
• Knowledge of Buy America compliance requirements.
• Contract administration and risk-review experience.
• Marine subcontractor and vendor-management experience.

Work Environment and Physical Requirements

This position involves a combination of office, shipyard, and onboard-vessel environments. The selected candidate must be capable of performing ship checks and vessel inspections, climbing stairs or ladders, and wearing required personal protective equipment while in production areas.
