The Wastewater Design and Construction Division (WDCD) is seeking engineers with project management experience in design and/or construction administration to manage a variety of wastewater capital improvement projects in the Collection Branch. WDCD provides planning, design, and construction management for Capital Improvement Program (CIP) projects for Fairfax County's wastewater collection system including pump stations, gravity sewers and force mains. The Engineer III (Project Manager) will be responsible for the following:

• Overall management and leadership of capital projects from concept through project close-out including: site and consultant selection and contract negotiation, coordination and collaboration with customers, management of consultants in all phases of design including schematic design, design development, and contract drawing and specification development. Also management and coordination of value engineering and constructability reviews. Ensuring schedule and budget requirements are met and maintaining project documentation and reporting, coordination and management of bidding and construction, monitoring construction progress, change order and contract dispute negotiations and resolution, construction quality control, and project close out.
• Serves as a primary point of contact with the engineering design consultant, contractor, and other agencies as required, and maintains all project documentation.
• Responds to technical, design and scope related questions during the planning design and construction phase. This will include technical issues involved with pump station design, design of new or rehabilitated sewer lines, odor control facilities, and other sewage collection system related issues. May make presentations to senior county leadership and to county residents.
• Performs all aspects of design and/or construction contract administration for complex wastewater collection system projects.
• Serves as Construction Manager (CM) responsible for bidding, construction contract administration, and new facility start up.
• Occasionally responds to afterhours sanitary sewer emergencies when engineering consulting services and/or construction contracting resources are needed.
• Able to work in a fast-paced collaborative team environment; and provide outstanding customer service to using agencies and project stakeholders.
• This position may telework a maximum of 2 to 3 days per week after an introductory period. Telework is subject to change in accordance with latest Fairfax County policy.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, three years of progressively responsible professional experience in the appropriate engineering or architectural field. CERTIFICATES AND LICENSES REQUIRED: Valid driver's license NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer. PREFERRED QUALIFICATIONS:

• Project Management Professional (PMP) certification or Certified Construction Manager (CCM) certification.
• Three years of experience in planning, budgeting, design, construction, project management, and construction contract administration.
• Knowledgeable of wastewater collection processes and operations.
• Knowledge of local, state, and federal environmental regulations.
• Experience in conducting public meetings.
• Intermediate to advanced experience with Microsoft Office software (Word, Excel and PowerPoint).
• Intermediate information technology skills including AutoCAD, GIS, MS Project.

Ability to hear and properly respond to typical construction alarms and verbal warnings on active construction sites. Ability to lift up to 30 pounds with assistance. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Able to safely climb construction ladders. Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities.
