Summary

This position is located within Education & Learning Resources at the Fayetteville VA Medical Center in Fayetteville, NC. This position serves as a senior position in support of Health Professions Education (HPE) training programs and compliance with OAA, regulatory, accreditation and other applicable requirements. This position serves as a senior position in support of HPE training programs and compliance with OAA, regulatory, accreditation and other applicable requirements. The position must assure that administrative, clinical programs and policies are integrated to meet the unique need of interprofessional HPTs and patients they serve. The position has full authority and responsibility for monitoring functions that affect HPE funding, staffing, space, processes, and experiences.

• Oversee compliance with OAA, VHA directives (1400 series), TJC, and profession-specific accreditation for all HPE programs.
• Coordinate appointment, onboarding/offboarding, stipend payments for HPTs (VA-paid & WOC); ensure supervision and duty-hour compliance.
• Identify, evaluate, and mitigate risk events affecting HPTs, patients, staff, and visitors; assist with remediation and grievance processes.
• Liaise with academic affiliates, VISN leaders, and OAA to resolve complex resource/regulatory issues; establish new programs and streamline operations.
• Develop, review, and revise SOPs/policies to ensure full compliance with VA/OAA requirements.
• Manage APC/GMEC and related councils; perform/supervise Responsible Federal Official duties per VHA Directive 1400.03.
• Lead operational planning for CPRS?Cerner transition as it relates to HPT provisioning; ensure timely access to prevent care delays.
• Plan, develop, implement, coordinate, and evaluate initiative-driven programs and projects with long-range (5-year) objectives.
• Develop and maintain accessible communications for HPTs and affiliates (inside/outside VA firewalls); prepare proposals, briefs, and presentations.
• Coordinate appointment, onboarding/offboarding, stipend payments for HPTs (VA-paid & WOC); ensure supervision and duty-hour compliance.
• Provide overall budget oversight and SME to the DEO and HPE Office staff.

Work Schedule: Monday-Friday, 7:30am-4:00pm or 8:00am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

• Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
• Program management and operations oversight for Health Professions Education (HPE) across the VA medical facility, integrating administrative and clinical programs to meet interprofessional trainee needs.
• Budgeting and fund control experience for OAA and local HPE resources, including forecasting, planning, allocation, accounting, and financial reporting (stipends/benefits, disbursement agreements, OAA Requests for Proposals, and the VERA Educational Support Supplement (VESS)).
• Policy compliance leadership: interpret, implement, and audit VHA/OAA directives and accreditation standards; develop local SOPs/policies to maintain regulatory compliance and remediate gaps.
• Affiliation and program coordination with academic partners (medical, dental, nursing, associated health, advanced fellows), including Program Letters of Agreement (PLA), rotations, and site readiness.
• Onboarding and credentialing administration for HPTs, including Trainee Qualifications Certification Verification Letter (TQCVL) processes; supervision monitoring, duty hour compliance, and Educational Activity Records (EARs).
• Data, records, and audit management: maintain accurate electronic records and documentation to meet VHA, OAA, and The Joint Commission (TJC) standards; produce Resident Disbursement Review Process (ReDPro) audit artifacts and needs/excess reporting.
