Description PeaceHealth is seeking a Emergency Management Program Manager for a Full Time, 1.00 FTE, Day position. The salary range for this job opening at PeaceHealth is $42.06 – $63.10. The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, terms of any applicable collective bargaining agreement, seniority, etc. Job Summary Manages the coordination of the activities of the Environment of Care and Emergency Management department for the assigned network with responsibility for results including costs, methods, and staffing. Responsible for operational performance, quality, service environment, and regulatory compliance. Responsible for the development, implementation, and continuous improvement of the Environment of Care and Emergency Management programs and ensures compliance with all federal, state, and local laws and accrediting bodies. Serves as operational manager of the Regional Safety and Preparedness Program through coordination of individual and committee efforts and informs administration and governing body of important safety, emergency, and preparedness issues. Essential Functions Manages the facility environment of care development, implementation, and oversight to ensure the safety of patients, caregivers, and visitors, including regulatory oversight of the program for compliance with applicable federal, state, local, and accrediting bodies and consistent with policies and procedures. Manages policy and procedure development, implementation, and assessment of effectiveness in relation to the facility environment of care and safety program. Works to reduce the risk of system or process failures as a result of effective assessments, gap analysis, and action planning. Facilitates the integration of facility regulations into all relevant network processes, functions, and services. Assures immediate response to system or process failures, including care, treatment, or services for individuals, containing risk to others, and preserving factual information for subsequent analysis to further reduce risk or harm to others. Assures hazardous surveillance inspections, investigations, monitoring, reviews and surveys as required. This may include coordination of any onsite visits, governing bodies or in-house self-audits. Serves as community liaison representing hospital and medical group during local, county, regional and state planning and response activities. Designs, conducts, and documents emergency management drills, and exercises and facilitates appropriate response to actual events. Acts as primary contact for assigned network on county, state, and regional councils/committees focusing on emergency management, public safety, emergency communications, or other emergency service functions. Ensure compliance with state laws, Center for Medicare and Medicaid Services (CMS), and regulatory bodies governing the emergency management program. Performs other duties as assigned. Qualifications Education Bachelor's Degree Required: or a combination of education and professional experience that provides the incumbent with the requisite knowledge, skills, and ability to successfully perform the job and Appropriate additional coursework including Federal Emergency Management Agency Courses Experience Minimum of 7 years Required: experience in Healthcare Safety or Environmental Safety, Safety Program Management, and Emergency Preparedness and Minimum of 3 years Required: project and/or program leadership experience and Required: Previous experience with proven program management skill in the safety and emergency preparedness field Credentials Required: Upon Hire Basic Life Support for healthcare workers and Required: within 12 months Certified Hazard Control Manager and Required: Upon Hire Certified Patient Safety Officer or Certified Healthcare Safety Professional (CHSP) or similar professional safety-related certification or Skills Ability to deliver financial results for areas of accountability (Required) Ability to communicate effectively with peers, physicians, clinical and administrative staff (Required) Extensive working knowledge of Joint Commission Environment of Care issues as they apply to a health care facility. (Required) Knowledge of and experience with the Homeland Security Exercise and Evaluation (HSEEP) Program (Required) Knowledge of and experience with chemical safety, disposal and regulations (Required) Strong working knowledge of Hospital Incident Command System (HICS) and National Incident Management System (NIMS) (Required) Effective verbal and written communication skills (Required) Ability to deliver effective presentations to large groups (Required) Ability to professionally interact with multiple regulatory agencies (Required) Ability to analyze and problem solve (Required) Solid computer skills and MS Office applications including Word, Excel, PowerPoint, and Outlook (Required) Working Conditions Lifting Fine motor skills to be able to grasp and control medical equipment and perform precise procedures. Facilities/Maintenance/ Engineer: Continuous moving around area. Lifting/carrying: Frequent up to 30 lbs. Occasional up to 50 lbs. Frequent reaching/ bending/ stooping, grasping. Occasional pushing/pulling 15 lbs. sustained force with frequent stop/start. Occasional climbing ladders/stairs. Occasional squatting/kneeling/ crawling. Occasional push/pull up to 50 lbs. force. Occasional reaching/ bending/ stooping/ squatting/ crouching/ kneeling/ grasping. Security: Ability to move around area with occasional sitting. Continuous moving around area. Lifting/carrying: Frequent up to 10 lbs. Occasional up to 50 lbs. Environmental Conditions Exposure to biohazard, body fluids and airborne particles. Must be able to complete tasks in a noisy environment. Exposure to outside temperatures (seasonal). Exposure to toxic or caustic chemicals. Facilities/Maintenance/Engineer: Time spent on site in medical/hospital setting. Security: Time spent on site in medical/hospital setting. Mental/Visual Vision and hearing required within normal limits (glasses, contacts, hearing aids permitted). Ability to communicate and exchange accurate information.
