The Manager of Withdrawal Management provides leadership, oversight, and operational direction for ASAM Level 3.2, Clinically Managed Withdrawal Management services. This position ensures high-quality, client-centered care through effective program administration, regulatory compliance, staff supervision, and collaboration with internal and external stakeholders. The Manager supports program growth, promotes recovery-oriented and trauma-informed practices, and provides guidance to Program Coordinators and staff to ensure successful service delivery.

Education, Knowledge, Skills & Experience Required:

• Master's degree in a related field required (e.g., Psychology, Mental Health Counseling, Human Services, Social Work, or related behavioral health discipline).
• Certified Addiction Specialist (CAS) or Licensed Addiction Counselor (LAC) required.
• Must meet the organizations driving eligibility requirements.
• QMAP trained preferred.
• Minimum of two years of clinical and administrative supervisory experience preferred.
• Strong knowledge of substance use disorder treatment, withdrawal management services, behavioral health regulations, and best practices.
• Demonstrated ability to lead multidisciplinary teams, manage complex operations, and foster collaborative relationships.
• Excellent organizational, communication, problem-solving, and leadership skills.

Essential Duties:

Program Leadership and Operations

• Provide overall leadership and operational oversight of Withdrawal Management services, ensuring effective, efficient, and client-centered service delivery.
• Monitor program performance, quality standards, and operational needs, including budget management, regulatory compliance, licensing requirements, and contract obligations.
• Ensure compliance with Behavioral Health Administration (BHA), Signal, accreditation, and all applicable regulatory standards.
• Complete and submit required internal and external reports accurately and within established timelines.
• Assist the Director in the oversight and management of contracts, grants, funding sources, and strategic initiatives related to Withdrawal Management services.
• Develop, maintain, and strengthen partnerships with community providers, referral sources, and key stakeholders.
• Advocate internally and externally for Withdrawal Management services and recovery-oriented systems of care.
• Ability to maintain effective working relationships with clients, staff, leadership, community partners, and the public.

Staff Leadership and Supervision

• Will share staff supervision duties with the Program Coordinator, Will provide direct supervision to the Program Coordinator.
• Conduct regular supervision meetings, performance coaching, and professional development activities to support employee growth and accountability.
• Foster staff development by promoting critical thinking, clinical judgment, self-efficacy, and continuous learning.
• Collaborate with program leadership and Human Resources to address performance concerns and implement corrective action when necessary, including coaching, performance improvement plans, disciplinary actions, and terminations.
• Support recruitment, onboarding, orientation, and retention efforts to maintain a qualified and engaged workforce.
• Ensure new staff complete all required onboarding and compliance activities, including training and certification requirements.

Clinical and Quality Oversight

• Provide clinical oversight and consultation as permitted by licensure and credentials.
• Review, approve, and sign clinical documentation, assessments, supervision records, and other clinical records as appropriate.
• Ensure clinical services align with evidence-based practices, trauma-informed care principles, recovery-oriented approaches, and organizational standards.
• Monitor documentation quality, timeliness, and compliance across the program.

Collaboration and Communication

• Facilitate and participate in staff meetings, trainings, clinical consultations, and organizational initiatives.
• Maintain professional, responsive, and collaborative communication with staff, clients, community partners, leadership, and stakeholders.
• Promote a workplace culture characterized by respect, accountability, professionalism, inclusivity, and teamwork.
• Respond promptly to inquiries, concerns, and operational issues while ensuring effective problem resolution.

Professional Responsibilities

• Adhere to all Jefferson Center policies, procedures, ethical standards, and corporate compliance requirements.
• Participate actively in supervision and leadership meetings by preparing agendas, discussing high-risk situations, seeking consultation, and integrating feedback.
• Complete all required documentation accurately and within established timelines.
• Participate in ongoing professional development activities to maintain and enhance knowledge, skills, and leadership effectiveness.
• Demonstrate adaptability, professionalism, accountability, and a commitment to continuous improvement.

Working Conditions and Expectations

• Participate in a rotating on call schedule, providing evening and weekend coverage to support program operations, staff, and client needs. The majority of on call concerns can be addressed by phone; however, this position may require in person response when operational, staffing, client or safety concerns warrant direct intervention.
• Support other 24/7 programs and services as needed to ensure safe, effective, and continuous service delivery, including providing leadership, consultation, operational support, and coverage during periods of increased need or staffing shortages.
• May be required to provide direct service and operational support within the Withdrawal Management unit, including performing vital signs, medication observation, client supervision, admissions support, and transportation of clients to and from hospitals or other medical appointments as needed.
• Must be comfortable working with individuals who may experience active withdrawal symptoms, intoxication, medical complications, psychiatric symptoms, emotional distress, agitation or crisis situations.
• Regular exposure to bodily fluids, odors, unsanitary conditions and individuals experiencing illness while providing services within the Withdrawal Management unit.

Salary Range: $74,800 to $93,000*

Additional Salary Information*:

• The salary range above is based on 1.0 FTE (full time equivalent) or 40 hours per week. Less than 40 hours/week will be prorated and adjusted to the appropriate FTE.*
• Jefferson Center pay is determined by various factors including education level, licensure level, years of relative experience, and internal equity amongst current staff.
