Sourcing Compliance Specialist (Senior and Level II)

This includes creating new policies, procedures, and tools to ensure adherence to regulations and internal guidelines.Conducting internal audits and risk assessments of procurement processes: This involves proactively evaluating procurement activities to identify potential areas of non-compliance and assess the associated risks. This often includes analyzing data, reviewing documentation, and interviewing stakeholders to ensure processes are sound and compliant.Complete government Purchase Order compliance reviews to support maintaining of an approved purchasing system and complete DCMA Small Business 640 reviews to maintain an acceptable government rating.Managing and monitoring vendor compliance: The Sr. Compliance Specialist takes ownership of ensuring that external vendors and suppliers also adhere to relevant regulations and the organization's compliance requirements. This can involve due diligence processes, contract reviews, and ongoing monitoring of vendor activitiesInvestigating potential compliance violations and recommending corrective actions: When potential breaches of compliance are identified, the Sr. Compliance specialist plays a key role in investigating the issues, determining the root cause, and recommending appropriate solutions to prevent future occurrencesProviding guidance and training to procurement staff and stakeholders on compliance matters: This involves acting as a subject matter expert, offering advice and support on complex compliance questions, and developing and delivering training programs to enhance compliance awareness and understanding across the organization.Other duties as assigned.Key Skills:Advanced Knowledge of Procurement/Small Business/Government Property Principles and Regulations: A more comprehensive understanding of the legal and regulatory landscape impacting procurement/small business/government property.May develop and implement compliance programs: Ability to design, implement, and manage effective compliance policies, procedures, and monitoring systemsAuditing and Risk Assessment Expertise: Proficiency in conducting internal audits of procurement processes, identifying potential risks, and developing mitigation strategiesVendor Management and Due Diligence Skills: Ability to assess vendor compliance, conducting due diligence, and managing compliance-related aspects of vendor relationshipsInvestigation and Remediation Skills: Ability to investigate potential compliance violations, analyze findings, and recommend and implement corrective actionsTraining and Presentation Skills: The capacity to develop and deliver effective compliance training programs to diverse audiences within the organizationStakeholder Management and Communication: Strong interpersonal skills to effectively communicate with and influence various stakeholders, including procurement teams, legal counsel, and senior managementAdvanced Data Analysis and Reporting Skills: Advanced ability to analyze procurement/small business/government property data to identify compliance trends, generate reports, and provide insights to improve compliance efforts.Project Management Skills: The capacity to manage compliance-related projects, such as implementing new policies or conducting risk assessments, effectively and efficientlyProblem-Solving and Escalation Skills: The ability to identify basic compliance issues and know when and how to escalate more complex problems to senior staffSourcing Compliance Specialist IIKey Responsibilities:Implement procurement/small business/government property policies and procedures: This involves learning and helping to put into practice the established rules and guidelines that govern the purchasing of goods and services within the organization. This might include tasks like distributing policy updates or helping to train new staff on basic compliance requirements.Monitoring procurement/small business/government property activities for adherence to regulations and internal policies: This means keeping an eye on purchasing processes to ensure they follow legal requirements, ethical standards, and the company's own rules. This could involve reviewing purchase orders, contracts, and vendor documentation for completeness and complianceMaintaining and organizing compliance-related documentation: This includes managing records, such as contracts, vendor certifications, and audit trails, in a systematic way. This ensures that information is easily accessible for audits and reporting purposesIndependently support audits by providing documentation and information: When internal or external audits are conducted, the compliance specialist assists by gathering and presenting the necessary paperwork and data to demonstrate compliance with procurement/small business/government propertyDevelop and deliver compliance training materials: This involves helping to create and potentially deliver training sessions to employees on procurement/small business/government property compliance topics. This could include preparing presentations or assisting with the creation of online training modulesKey Skills:Understanding of Procurement Principles: A foundational knowledge of how the purchasing process works, including sourcing, negotiation, and contract management, is essential to identify potential compliance risksDeep Working Knowledge of Regulatory Requirements: Deep working knowledge of relevant laws, regulations, and industry standards that impact procurement/small business/government propertyAttention to Detail: The ability to carefully review documents, identify inconsistencies, and ensure accuracy.Organizational Skills: Manage and maintain compliance-related documentation and processes. Demonstrate strong organizational abilities.Communication Skills (Written and Verbal): Clearly and concisely communicate compliance requirements, findings, and recommendations to various stakeholders.Analytical Skills: Advanced ability to analyze data and procurement activities to identify potential compliance issues and trendsEthical Conduct and Integrity: A strong commitment to ethical behavior and upholding compliance standards is fundamental in this role.Problem-Solving Skills: Being able to identify and help resolve compliance-related challenges.Proficiency in Office Software: Moderate to advanced skills with word processing, spreadsheets (like Excel), and presentation software is necessary for documentation, analysis, and reportingLearning Agility: Proactively seeking to learn and adapt to new regulations, policies, and technologies within the procurement/small business/government property landscape.This position requires use of information which is subject to the International Traffic in Arms Regulations (ITAR) and/or the Export Administration Regulations (EAR).
