Program Specialist (Outreach Coordinator)

Summary The Program Specialist (Outreach Coordinator) is responsible for the development, planning, coordination, implementation, and oversight for the enterprise facility wide Outreach Program for the Miami VA Healthcare System. This includes education and outreach activities for Veterans located within the three-county Miami VA Healthcare System catchment area. Responsibilities Duties include, but may not be limited to the following: Administratively responsible for the programming and daily operations of the outreach activities. Responsible for developing the annual strategic outreach plan for the medical center with ongoing assessment of activities and performance according to the plan. Develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. Responsible for the program's budget and various control points assigned to the program within the assigned areas. Coordinating events hosted by officials, with assistance from continuing educational staff and initiatives when warranted. Manages and controls the use of data related to these programs regarding day to day functioning and program evaluation. Plans, coordinates, and attends health fairs, county fairs, state fairs, and any other public functions to include Welcome Home events, Post Deployment Health Reassessments (PDHRA), career fairs, and Stand Downs to help provide information about VA healthcare and benefits, identify Service Members and Veterans in need of case management services, and build relationships and alliances with the community Collecting and analyzing data from a variety of sources, measuring results, and reporting findings. Serves as VA liaison with Veterans' Service Organizations, community groups, universities and colleges, and others whose interest is in serving Veterans, their families, and their representatives. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plans, participates, assists, and advises on community events; Engages in outreach programs assisting Veterans, their dependents, and their beneficiaries regarding all benefits available through the Department of Veterans Affairs, as well as non-VA benefits through other agencies; Liaises between Veteran's Service Organizations, community groups, and others whose interest is in assisting and protecting Veterans, their families, and their representatives; Prepares and maintains administrative records and reports in accordance with program guidelines and policies. Functions independently within the framework of established laws, guidelines, and objectives of the Readjustment counseling Program and professional standards of practice. Designs and participates in medical center Veteran recruitment efforts with the goal of increasing Veteran numbers by conducting geographic analysis of potential sites for recruitment activities and tailors outreach efforts. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is usually performed in an office setting, in news conferences, briefings, meetings, etc. A high level of physical energy is required, as the incumbent will be expected to meet with many people in many different locations in the course of a workday; however, no special physical demands are involved in performing the work.
