Duties
The role involves comprehensive supervision and management of program operations, staff, and clinical activities. Key responsibilities include:
- Full authority over program management, staff supervision, performance evaluations, clinical skills assessment, workload, competencies, and personnel responsibilities.
- Managing program data and collaborating with the Homeless Services Section Chief on administrative, operational, patient, and personnel activities.
- Developing systems to monitor and improve service quality, tracking reports and Veteran encounters as per HCHV directives.
- Implementing and assessing clinical guidelines to ensure appropriate service utilization.
- Supervising employees across GS levels, providing both administrative and technical oversight.
- Managing performance expectations, monitoring work, offering feedback, handling grievances, and enforcing safety and EEO policies.
- Recommending personnel actions and coordinating staff training.
- Using sound judgment to interpret trends and recommend improvements.
- Conducting program analysis, development, and public outreach.
- Coordinating the planning, development, and implementation of projects, often within community settings remote from the main unit.
Direct patient care includes:
- Performing biopsychosocial assessments with Veterans, families, and significant others to identify strengths and needs, focusing on homeless Veterans, including OEF/OIF/OND, geriatric, and gender-specific populations.
- Completing intake assessments, documenting data, and developing service plans with short- and long-term goals.
- Referring Veterans to VA and community providers, educating them about available services, and advocating for their needs to promote independence.
- Coordinating community planning and facilitating meetings with Veterans and providers.
- Providing health education, prevention, and supportive counseling to address barriers to housing and employment, aiming to empower Veterans.
- Recording all Veteran interactions accurately and confidentially in electronic systems.
- Participating in meetings, collaboration, and performance improvement activities.
- Building positive relationships within VA and external agencies, contributing to service enhancements based on feedback.
Work Schedule
Monday through Friday, 07:30 a.m. - 4:00 p.m.

Pay
Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off
37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave
After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy
After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66
