Job Summary The Department of Natural Resources (DNR) Northeast Region seeks a Rights‑of‑Way Specialist (NRS 2) to support the Asset Management Specialist. The specialist will coordinate and prepare ROW agreements, evaluate land transactions, develop program goals, assist customers with ROW needs, and implement the regional trespass tracking. Responsibilities Coordinate and prepare Rights‑of‑Way (ROW) agreements Assist with evaluating and processing Land Transactions Assist with the development and review of ROW Program Goals and Objectives Assist internal and external customers with ROW needs Implement the Regional (property/commodity) Trespass tracking Required Qualifications Associate’s degree in a natural resources‑related field AND two years of professional experience; OR an equivalent combination of education and/or experience Experience using computer applications such as Microsoft Office Suite and proprietary databases for documentation, information retrieval, and workload tracking Ability to utilize GIS to research and map ROW‑related issues and edit attributes Required Competencies Effective oral and written communication and collaboration with diverse customers Ability to negotiate acceptable terms with difficult parties Basic knowledge of Real Estate law for processing ROW documentation Basic knowledge of Real Property appraisal practices, SEPA documentation, and Land Transactions Commitment to diversity, equity, inclusion, and environmental justice practices Adherence to laws, regulations, and public records retention requirements Special Requirements and Conditions of Employment Duty station: Colville, WA; mostly office with weekly to quarterly field trips to remote, rugged, steep, rocky sites; requires ability to walk over steep, uneven terrain in various forest environments and weather conditions Occasional travel for field reviews, conferences, meetings, or training Valid driver’s license with two years of driving experience; no suspended or restricted license; driving is essential function Equal Opportunity Employer The Washington State Department of Natural Resources is an equal opportunity employer.
