Job Summary Electrical and Instrumentation Technician – Non‑Exempt – IUOE Local 39. Provide installation, maintenance, and troubleshooting of electrical instrumentation for the City’s water and wastewater facilities. Compensation & Benefits Base Pay (effective July1,2027): $42.18 – $51.76 per hour. Longevity Pay – 5% at 10years, 7.5% at 15years. Bilingual Pay – $100/month. Medical‑in‑Lieu – $200/month (employee only), $350/month (employee plus one), $500/month (family). Incentives – up to 2.5% – 10%. On‑Call Pay – Two hours per normal workday, four hours per holiday weekend. Standby Pay – Two hours per standby shift of 8hours or less. Home Buying Program – $25,000 interest‑free loan for home purchase within Galt city limits. Tuition Reimbursement – Up to $4,000 per fiscal year. Holiday Pay – 14 paid holidays, including New Year’s Day, MLK Jr. Day, Presidents Day, Cesar Chavez Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve, and Christmas Day. Vacation Leave – 80 hrs/year (120 hrs after 4 yrs, 160 hrs after 10 yrs, 200 hrs after 15 yrs, 240 hrs after 22 yrs). 40 hrs can be cashed out per year. Sick Leave – 8 hrs/month; balances roll over with no cap. Health Insurance – City pays a generous portion of the CalPERS medical premium; 100% of dental and vision premiums. Life Insurance – $50,000 for employee, $1,500 for dependents. Long‑Term Disability – Up to 60% of base salary. EAP – Confidential employee assistance plan. Responsibilities Inspect, install, repair, maintain, calibrate, test, and troubleshoot electrical, mechanical, and other process instrumentation (e.g., indicators, recorders, flow meters, transmitters, transducers, electric motors, switches, panels, lines, controls, regulators). Perform preventative maintenance and test equipment, including communications, telemetry systems, SCADA, and PLC software/hardware; perform minor software adjustments. Determine need for major maintenance or repair and develop preventive maintenance schedules. Install, troubleshoot, and repair automated telemetry equipment; calibrate input sensors such as flow, level, and pressure transducers. Read and interpret electrical and electronic schematics, mechanical and instrumentation drawings, instrument loop diagrams, wiring diagrams, and construction drawings. Use test equipment and tools; assist in reading and calibrating gauges and meters. Maintain inventory of materials, tools, and supplies; requisition as needed. Calibrate and maintain safety equipment (fixed/portable detectors, safety alarms). Consult with operations staff to identify equipment problems and recommend solutions. Attend training and safety sessions; observe applicable safety procedures and codes. Operate a standard vehicle to travel to multiple locations and transport equipment. Perform other related duties as assigned. Qualifications Knowledge Electrical maintenance of motors, switches, panels, lines, and regulators. Maintenance of data acquisition and control instrumentation. Telephone, telemetry, and SCADA equipment. Electrical and electronic installation, maintenance, and repair regulations. Electrical and electronic schematic diagrams. Water and wastewater system operations. Variable frequency drive motors and control systems. Use of test equipment and hand/power tools. Safety practices for underground, confined spaces, high voltage, and hazardous chemicals. Applicable federal, state, city, and division regulations, codes, policies, and procedures. Record‑keeping principles and business arithmetic techniques. Customer service and public communication skills. English language structure, spelling, and grammar. Modern business communication tools. Computer software (e.g., Microsoft Office). Ability Inspect, diagnose, and perform preventive maintenance on electronic meters, recording instruments, and SCADA systems. Analyze and correct work problems. Read and interpret gauges and recording devices. Read and understand sketches, manuals, schematics, construction drawings, and blueprints. Operate hand, mechanical, power tools, and equipment safely. Support engineering, fabrication, and design duties related to water and wastewater instrumentation. Maintain logs, records, parts inventory, reports, and charts. Work in confined spaces following entry procedures. Apply laws, codes, and standards relevant to work performed. Represent the department and city in meetings. Understand city operations and external agencies as needed. Prioritize and meet deadlines independently. Use computer systems and modern business equipment. Communicate clearly, orally and in writing. Use initiative and independent judgment. Build positive working relationships. Education & Experience Equivalent to high school graduation and four (4) years of experience in electrical/instrumentation technology or a closely related field in water or wastewater plant work. Licenses & Certifications Valid Class C California driver’s license with satisfactory driving record. Mechanical Technologist Grade I Certificate from the California Water Environmental Association during the probationary period. CWEA Electrical and Instrumentation Tech2 or Certified Control Systems Technician LevelI (CCST) during the probationary period. Desirable certifications eligible for incentive add‑pay: California State Water Treatment T1 California State Wastewater Operator Grade1 Class B driver’s license with Airbrake and Tanker endorsement Electrical and Instrumentation Technician3 Mechanical Technologist GradeII Collection Systems Maintenance I or above Physical Demands Work requires mobility, strength, and stamina to perform medium to heavy fieldwork in water and wastewater facilities, including confined space entry and ladder use. Ability to lift, carry, push, and pull up to 90 lbs (and heavier weights with equipment) is required. Environmental Elements Work is partially indoors and outdoors, exposing employees to noise, temperature extremes, chemicals, mechanical and electrical hazards, vibrations, and fumes. Working Conditions Candidate must pass a pre‑employment physical, drug screen, and background investigation.
