Quality Control Manager

The QCM needs to be familiar with operating a Quality Program for a Federal Construction General Contractor supporting a DOE. The QCM should have experience with Quality Management Systems (QMS), Lean methodologies, NFPA codes and standards, IBC, NEC. The QC Manager is responsible for overall management of QC and must have the authority to act in all QC matters for the Contractor. Responsibilities Manage the quality control program – develop inspection checklists, audit schedules, validate work authorization requirements, implement quality control plan consistent with DOE Orders, track and submit all required daily QC Reports, and supervise the quality specialist. Manage customer satisfaction program: respond to customer complaints, conduct customer follow-up on work performed, track programs statistics. Subject matter expert on quality management concerns: track USG QASP, meet with Government evaluators and COR, track all non-conformances and corrective action plans. Develop metrics to track contract performance. Utilize knowledge of IBC, NFPA, DOE Policies and Procedures, OSHA requirements, and multi-trade standards of quality to ensure work is completed to standard and employees are working safely. Inspect subcontractor performance against Design drawings and specifications. Develop contract specific deliverables. Prepare and approve the QAP and QA/QC procedures. Lead corrective action processes and manage nonconformance tracking. Oversee training programs and staff qualifications. Conduct independent and management assessments. Participate in work planning and hazard analysis. Review subcontractor quality programs and supplier evaluations. Ensure integration of quality objectives with other project management systems. Supervise quality improvement initiatives and the Issues Management System. Other duties as assigned. This is an exempt position that reports directly to the Senior Construction Manager. The QCM is responsible for the successful management of the Quality Control Plan. The QCM is responsible for managing all Contract Delivery Requirements List (CDRLs) submittals and will work directly with the COR and Government evaluators to address any nonconformance. Qualifications Must possess a High School Diploma or equivalent. Must have at least 5 years of Quality Control/Quality Assurance surveillance experience in commercial construction with at least 2 years in a decision making/supervisory capacity. Experience in writing and executing Quality Surveillance Plan and schedules. Able to read and interpret contractual documents, construction design drawings, and specifications. Ability to develop presentations and reports on quality control activities. Ability to follow written and verbal direction. Ability to work with others and foster teamwork for employees engaged in trades as well as administrative/clerical duties is required. Must be able to fluently speak, read, and write the English language. Strong organization skills. Code inspection/enforcement experience a plus. Federal Construction management/inspection experience, specifically in demo, excavation, and road construction a plus. Completion of the course entitled Construction Quality Management for Contractors or ability to complete within 30 days of hire. Completed the 30-hour OSHA Construction Safety course or ability to complete within 30 days of hire. A comprehensive understanding of the USACE 3-Phase Quality Control System.
