Registered Nurse - Nurse Manager (Specialty Care Clinics)

Overview The Nurse Manager (NM) for the Specialty Outpatient Clinics at the Malcom Randall VA Medical Center will provide leadership and oversight for clinics located in Gainesville and Lake City, Florida. The NM is the designated first‑line supervisory authority, is responsible and accountable for the operation of their assigned units, and provides coverage for other NMs as needed. Basic Requirements English Language Proficiency. According to 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless proficient in basic written and spoken English. Graduate of a school of professional nursing. Approved by an appropriate accrediting agency (ACEN or CCNE). OR Individuals attending a master’s level bridge program who have completed coursework equivalent to a bachelor's degree may be authorized to become registered before completing the program. OR Graduates of foreign schools must have a current, unrestricted registration; credit for higher education requires validation from an accredited equivalency evaluator (e.g., ICD). Current, full, active, and unrestricted registration. As a graduate professional nurse in a U.S. state, territory, or D.C., or as a Graduate Nurse Technician under specified conditions for a temporary appointment with the possibility of conversion to permanent employment. Grandfathering Provision All persons currently employed in VHA in the 0610 series and performing the duties described in the qualification standard on 1/29/2024 are considered to have met all qualification requirements for the grade held. Grade Determinations The following scope, education, and dimension criteria determine grade assignment and level. Nurse I, Level I : Scope: Delivers fundamental, knowledge‑based care to assigned clients while developing technical competencies. Education: Associate Degree (ADN) or Diploma in Nursing. Nurse I, Level II : Scope: Demonstrates integration of biopsychosocial concepts, cognitive skills and technically competent practice in providing care to clients with basic or complex needs. Education: ADN or Diploma with 1 year of specialized nursing experience OR Bachelor of Science in Nursing with no additional professional experience. Nurse I, Level III : Scope: Demonstrates proficiency in practice based on conscious and deliberate planning. Self‑directed in goal setting for managing complex client situations. Education: ADN or Diploma with 2 years of professional nursing experience (including 1 year equivalent to Level II) OR BSN with 1 year of professional experience equivalent to Level II OR MSN with no additional experience OR MSc in a related field with BSN and no additional experience. Nurse II : Scope: Demonstrates leadership in delivering and improving holistic care through collaborative strategies. Education: BSN with 2 years professional experience equivalent to Level III OR MSN with 1 year of specialized experience equivalent to Level III OR related master’s degree with BSN and 1 year of specialized experience equivalent to Level III OR Doctoral in Nursing with no experience OR doctoral in a related field with BSN and no experience. Nurse III : Scope: Executes position responsibilities that demonstrate leadership, experience, and creative approaches to complex client care beyond the practice setting. Education: MSN + 2 years specialized nursing experience (including 1 year equivalent to Level II) OR related master’s with BSN and 2 years specialized experience (including 1 year equivalent to Level II) OR doctoral in Nursing with 1 year of specialized experience equivalent to Level II OR doctoral in a related field with BSN and 1 year of specialized experience equivalent to Level II. * Foreign education programs/degrees are not creditable as related degrees. Preferred Experience Bachelor's or Master's in Nursing. Minimum of 5 years clinical nursing experience. Experience in management or leadership in an expanded role. Certification in management (ANCC) or a relevant clinical specialty. It includes long periods of walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required, though mechanical inpatient lifts are provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative or invasive procedures, or home settings. The incumbent may occasionally handle patients who are combative due to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, and sensible individual capable of working effectively in stressful situations and able to shift priorities based on patient needs. Must complete annual Employee Health requirements, including annual TB screening or testing, as a condition of employment.
