Provide operational leadership to ensure accurate, timely, and compliant HR services while supporting strategic HR, compensation, and compliance initiatives. Qualifications: Education and Certification Bachelor’s degree in human resources, business administration, accounting, or a related field Master’s degree (preferred) Professional certification in human resources, payroll, or compensation (preferred) Experience Five (5) years of progressively responsible experience in human resources, payroll administration, compensation, or a related field, including supervisory responsibilities Public school district or governmental experience (preferred) Knowledge and Skills Comprehensive knowledge of payroll administration, employment law, and HR compliance requirements Comprehensive knowledge of federal and state wage and employment requirements, including Fair Labor Standards Act (FLSA), employment eligibility, and unemployment regulations Advanced analytical and organizational skills to ensure data accuracy, evaluate trends, and manage complex human resources and payroll processes Advanced ability to leverage HRIS, payroll, and data reporting systems to analyze workforce data and support effective operations Advanced organizational, interpersonal, verbal, and written communication skills Ability to interpret and apply policy, procedures, and data to support sound decisions and effective operations Ability to handle confidential information and records with discretion and sound judgment Key Responsibilities: Compensation and Position Classification Support the Chief Human Resources Officer in maintaining and updating district pay structures, stipend schedules, and related compensation documents Develop, document, and implement procedures for administering district pay practices to ensure consistent application for new hires and employees changing assignments Oversee salary calculations and placement for new hires and assignment changes in accordance with approved district pay guidelines Collaborate with HR staff and supervisors to maintain accurate and current job descriptions; conduct job analyses to determine appropriate classification, pay grade placement and FLSA exemption status Research and respond to salary review or adjustment inquiries from district personnel Communicate with departments regarding new positions, reallocations, salary recommendations, pay grade changes, and position classification, ensuring alignment with approved structures Provide data analysis and reporting for compensation and payroll projects in coordination with the Chief Human Resources Officer Analyze compensation policies in relation to wage and hour regulations and provide recommendations for compliance and consistency Review job descriptions of position requests or changes for appropriate pay grade placement based on qualifications, duties, and responsibilities Coordinate the annual compensation review and salary schedule update process; monitor approved adjustments for accuracy and compliance Conduct and participate in compensation surveys to collect and evaluate market data for district pay studies Payroll Operations Oversee and direct all payroll operations to ensure accurate, timely, and compliant processing for all district employees Ensure payroll operations comply with federal and state wage and hour regulations, Teacher Retirement System of Texas (TRS) reporting requirements, and district policy Oversee annual payroll calendar development, W-2 and 1095 reporting, and audit preparation Collaborate with Finance to reconcile payroll data, coordinate reporting, and ensure data integrity across HR and Finance systems Employment Compliance and Unemployment Manage all unemployment claims and serve as the district’s primary liaison with the Texas Workforce Commission (TWC) Review, investigate, and respond to unemployment claims; prepare employer statements, supporting documentation, and represent the district in hearings or appeals as needed Maintain detailed unemployment records, analyze claim trends, and provide reports and recommendations to district leadership Coordinate with employees and immigration counsel regarding district-sponsored visa, work authorization, and permanent residency processes Oversee federal I-9 employment eligibility compliance; ensure all new hire I-9 forms are completed accurately and retained securely Conduct periodic internal audits of I-9 records to ensure ongoing compliance with federal guidelines Monitor employment authorization requirements and provide training to HR staff on I-9 completion procedures HR Operations and Systems Streamline HR and payroll processes to ensure efficient and effective operations Administer the annual employment document renewal and distribution process; coordinate with supervisors and HR staff Support the Chief Human Resources Officer with assigned compensation, payroll, and HR compliance projects Analysis and Reporting Prepare data analyses and reports related to compensation, payroll expenditures, unemployment trends, and other assigned human resources initiatives to support staffing, budgeting, and operational decisions Additional Responsibilities: Compile, maintain, and file required reports, records, and other documents in accordance with state and federal regulations Ensure compliance with federal and state law, Texas Education Agency rules, and local board policy in all compensation, payroll, and employment processes Adhere to all district policies, procedures, and expectations outlined in the employee handbook and administrative regulations Follow district safety protocols and emergency procedures Engage in strategic planning, leadership collaboration, and continuous professional growth aligned with the goals of the department and district Perform additional duties as assigned to support the mission and goals of the department and district Supervisory Responsibilities: Supervise, evaluate, and provide leadership and professional development for assigned human resources staff Mental Demands/Physical Demands/Environmental Factors: Tools and Equipment Used: Standard office equipment including personal computer and peripherals Posture: Prolonged sitting;
