Flexible work Options Available! Tri-City Mental Authority is seeking an experienced and detail-oriented professional to serve as our Joint Powers Authority (JPA) Administrator/Clerk. This role is ideal for someone with strong public sector governance experience, exceptional organizational skills, and knowledge of California public agency compliance requirements. THE POSITION The JPA Administrator/Clerk serves as the official custodian of Governing Board and Behavioral Health Commission records and oversees governance-related public records administration. The position acts as the Recording Secretary for public meetings and supports compliance with the Brown Act, California Public Records Act, and Political Reform Act. Serve as the official Recording Secretary to the Governing Board and Behavioral Health Commission, including attending meetings; preparing, recording, certifying, and maintaining official minutes, resolutions, agendas, and related governance documentation. Prepare, organize, print, publish, and distribute Governing Board and Commission agenda packets, meeting materials, public notices, hearing notices, and official correspondence in accordance with legal timelines and agency procedures. Maintain official governance records and serve as custodian of records for Governing Board actions, contracts, agreements, resolutions, minutes, and related public documents in compliance with applicable federal, State, and local regulations. Ensure compliance with public agency laws and governance requirements, including the Brown Act, California Public Records Act, Political Reform Act (FPPC), records retention laws, and agency policies and procedures. Coordinate and process governance-related filings, legal notices, resolutions, declarations, and official documentation requiring Governing Board review, approval, certification, or publication. Administer and coordinate responses to Public Records Act requests, subpoenas, claims, and records retrieval requests while ensuring confidentiality and proper handling of sensitive information. Maintain and update governance-related information on the Agency website, including Governing Board and Behavioral Health Commission rosters, agendas, meeting notices, minutes, and public announcements. Conduct research, gather and organize information, and prepare reports, memoranda, presentations, and technical documents for the Executive Director, Executive Management Team, Governing Board, and Behavioral Health Commission. Provide high-level confidential administrative and governance support to executive leadership on sensitive, complex, or agency-wide matters requiring discretion and independent judgment. Support governance and administrative coordination of contracts and agreements requiring Governing Board review or official record retention, including routing documents through administrative and legal review processes. Coordinate meeting logistics, schedules, follow-up actions, and communication between Governing Board members, Commission members, executive leadership, legal counsel, and agency staff. Perform related duties and special projects as assigned in support of agency governance, compliance, and administrative operations. Bachelor’s degree in Public Administration, Business Administration, or related field. Minimum six (6) years of progressively responsible public agency governance, executive administrative, or legislative support experience. Licenses and Certifications: Possession of a valid California Driver's license, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment. Notary Public Certification preferred. Sign-on Bonuses: $2500 for eligible positions. Merit Salary Increases: Annually based on performance, budget availability, and supervisor approval. CalPERS Pension: 2% @ 55 for Classic Members and 2% @ 62 for PEPRA Members; employee contributes 7% for Classic and 7.75% for PEPRA. No Social Security. Vacation: 80 hours per year, increasing with years of service, with a maximum of 240 hours; cash-out option available. Sick Leave: Full-Time employees = 88 hours per year with no cap. Holidays: 11 paid holidays per calendar year plus an additional 16 hours of Floating Holidays. Longevity Pay: $2500 at 5 years of service; $5000 at 10-35 milestone years of service. Flexible Work Schedule: 9/80 Alternate Work Schedule and/or Intermittent teleworking, where applicable and approved by supervisor. Health Insurance: Medical (Kaiser HMO), dental (MetLife PPO), and vision coverage (EyeMed), of which 80% is paid by Tri-City Mental Health Authority (TCMHA). Life Insurance: Paid at one times annual salary, paid by Tri-City MHA, with additional optional coverage available. Additional Optional Benefits: EAP, FSA, STD/LTD & ADD, Bilingual Incentive Pay, On Call Pay, Employee Referral Fee Program, Public Service Loan Forgiveness eligibility, Credit Union available through CU of So Cal, paid time off for Continuing Medical Education (CME), and more.
