Budget Analyst II (Finance) A Budget Analyst II is responsible for analyzing financial data and preparing budget reports for an organization. They work closely with department managers to develop and monitor budgets, track expenses, and identify areas for cost savings. They also provide financial analysis and recommendations to support strategic decision-making. Budget Analysts II typically have a strong background in finance or accounting and possess excellent analytical and communication skills. They play a crucial role in helping organizations manage their financial resources effectively and achieve their financial goals. Enhances university reports to ensure compliance. Suggests and assists in implementing modifications and enhancements to financial and administrative departmental support systems. Develops analytical tools to support management decision making. Prepares standardized and ad hoc financial reports and analyses. Compiles, analyzes, and interprets data. Prepares reports and presentations. Provides financial information to department administrators as needed. 20% - Determines costs of services and other operations, as well as return on investments. Collaborates with appropriate individuals and groups regarding such costing issues as research service costs, central service support costs, space costs, cost accounting standards, etc. Makes recommendations to resolve financial issues. Assists with the Facilities & Administrative (F&A) Cost Study and rate negotiations and annual NSF Higher Education R&D Survey. 20% - Ensures business and financial compliance with federal, state, funding agency, and University policies. Serves as a liaison with external funding agencies, external auditors, departments, Principal Investigators, and other stakeholders on a variety of required compliance matters. Ensures Principal Investigators receive compliance assistance in grant preparation, processing just-in-time information, preparing reports on budgets and expenditures including progress reports and final reports to sponsoring agencies, and that Principal Investigators are provided with sufficient information to be held accountable for fiscal activity. 20% - Collaborates on the development of standard or recurring audit schedules, statements, or reports for all levels of USF management. Determines and recommends changes to administrative policies and procedures based on new or revised regulations and policies. Conducts reviews of a variety of business reports and financial statements for completeness and conformance with grants administration and accounting principles and University, state, and federal specifications. Conducts random financial desk audits. 15% - Evaluates internal accounting controls and makes full use of University systems to monitor activity and ensure that expenditures against F&A are appropriate. Works with responsible officers in the Senior VP area, Sponsored Research, and University Audit and Compliance to develop an ongoing monitoring and reporting system for all sources of funding to ensure requirements and specifications of the USF System and outside agencies are met and assure adherence to budgets and identify budget variances. 5% - Performs other financial, budget, or operation duties, as needed, to achieve the goals and mission of Research & Innovation and the USF System. #J-18808-Ljbffr University of South Florida in
